Project Description

The proposed project is a US$20 million senior loan to Fondation Banque Populaire pour le Micro-Crédit (“FBP”) to expand its lending program to micro-entrepreneurs in Morocco.

FBP is the second largest MFI in Morocco with a portfolio of MAD1.65 billion (approximately $195 million equivalent) and 220,000 active clients, 52% of whom are women. FBP has 389 branches and 1,314 employees.

Development Impact

Job Creation and Poverty reduction: the proposed investment is expected to have a high impact in facilitating micro and small enterprises access to finance - an area of key strategic priority for IFC. As IFC assists FBP to increase and diversify its sources of funding, the project adresses the need to serve those segments of the population that lack the most access to credit; hence seeking to (i) reduce income disparities in the country, and (ii) contribute to job creation.

Financial Inclusion and Increased Banking Penetration: Being affiliated with a leading commercial bank, FBP has been actively involved in bridging the gap between microfinance and the formal banking sector through low-income banking services. Through this project IFC will play a key role in promoting financial inclusion.

Demonstration Effect and Sector Development: The proposed IFC loan will send a strong signal to international investors and local commercial banks, which will help mobilize additional sources of funding to the sector.

By supporting a leading microfinance institution in Morocco, IFC is uniquely positionned to (a) create a strong demonstration effect to help mobilize additional funding to the sector, (b) support an innovative business model that promotes the financial inclusion and integration of the underserved segments of the population into the formal economy and (c) send positive signals to support the sector transformation in line with international best practices.

E&S Category Rationale / Risks and Mitigation

The proposed project is a US$20 million senior loan to Fondation Banque Populaire pour le Micro-Credit (‘FBP’) to provide funding to support micro-entrepreneurs in rural and urban areas of Morocco. The overall portfolio risk is considered to be low and to carry limited adverse environmental and social impacts. This project has been categorized as an FI-3 in accordance with IFC’s Sustainability Framework. For this project, the client will be required to: i) Implement an Environmental and Social Management System (“ESMS”) to ensure that investments avoid supporting activities on the IFC MFI Exclusion List and comply with local laws, ii) Nominate an ESMS Officer, iii) Comply with the requirements of the Performance Standard 2 - Labor and Working Conditions, and (iv) Submit a periodic report as per a format to be provided by IFC.

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.
