Project Description

IFC is a co-developer with financing rights in Pacifico Mexinol S. de R.L. de C.V. (the “Project Company” or “Mexinol) for the development of a greenfield ultra-low-carbon methanol production facility in Sinaloa, Mexico (the “Project”). The facility aims to support Mexico’s clean energy transition and industrial decarbonization objectives, contribute to national emissions reduction goals by reducing natural gas flaring, strengthen industrial competitiveness, and generate local employment, while producing methanol for both domestic consumption and export. The Project is being developed by Mexinol, a newly established company majority-owned by Transitions Industries LLC, a U.S.-based developer of low-carbon chemical projects, including methanol and ammonia. Annual production is projected at approximately 340,000 metric tons (MT) of green methanol (produced from captured carbon and green hydrogen) and 1.8 million MT of blue methanol (produced from natural gas using AdWinMethanolZero® carbon capture technology) with an anticipated operational life of 30 years. With this technology nearly all CO2 generated in the plant from the natural gas feed will be converted into methanol.

E & S Information

The Project will be located in the municipality of Ahome, northern Sinaloa, Mexico. The total footprint will cover approximately 152 hectares, including the main process and utilities plant (wastewater treatment plant, air separation units, hydrogen production plant, bunded storage tanks, plant storm drainage system), upgrading of the existing jetty at the port of Topolambo for methanol export, temporary and permanent rights-of-way and additional areas required for construction of methanol export and vapor recovery underground pipelines (10.3km long) to the port during ships loading, as well as the pipelines (24” and 16”) for pre-treated water transfer and return of the rejected water (both 10 km long) from JAPAMA (Water and Wastewater Utility of the Municipality of Ahome).One associated facility—a 43 km transmission line and a 40 kV substation—will be constructed by a third party. As an associated facility, it is currently outside the formal scope of the Project’s Environmental and Social Impact Assessment (ESIA). However, a preliminary impact assessment has been conducted based on the most recent route alignment and available design information, and the findings are presented in the ESIA. A separate IFC-aligned ESIA process will be initiated once the transmission line route, design, and engineering are finalized and key financing milestones are achieved.An ESIA had been prepared. The ESIA and supporting studies are being disclosed as part of this early disclosure process. The Project has been provisionally classified as Category A, subject to confirmation during appraisal.The ESIA should not be taken as an indication that IFC has completed its review of the potential investment. Upon completion of the E&S Due Diligence process, an Environmental and Social Review Summary (ESRS) will be prepared and published on this website.
