1. Universidad Peruana de Ciencias Aplicadas, S.A.C (UPC) is a successful private university offering undergraduate and postgraduate courses in the sciences, business, engineering, architecture and law. In order to accommodate its growing enrollment and enhance its profile and competitive position in the Peruvian higher education market, UPC has embarked on a new investment program to expand, rationalize and modernize its facilities. The project consists of: (i) construction of a new five story building (13,108 m2) in San Isidro, Lima to house the UPC Business School and Cibertec. This building will include two underground garage levels, a 150 seat auditorium, two libraries, two cafeterias, office space and five floors of classrooms and computer labs; (ii) construction of a new four-story building (2,600 m2) in Monterrico, Lima, the present location of the UPC campus. This building will upgrade and expand UPC’s existing campus and accommodate new classrooms and labs, including new equipment for the latter; (iii) an upgrading of UPC’s computer network and security systems; and (iv) an upgrading of UPC’s fire safety systems; and (v) working capital to fund student loans and scholarships.
2. This is a category B project according to IFC’s environmental and social review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor, and a technical appraisal and site review completed by IFC’s Technical Department staff. The following potential environmental, health and safety impacts of the project were analyzed:
· land acquisition;
· sewage treatment and disposal;
· waste/garbage management and disposal;
· source and adequacy of water supply;
· use of asbestos-containing building materials and CFC refrigerants; and
· fire protection and life safety.
The sponsor has presented plans to address these issues and demonstrated that the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.
3. The project involves the construction of two buildings (one on the Monterrico campus and another on Salaverry Avenue, San Isidro).
4. The construction of the building on Salaverry Avenue, San Isidro, required the acquisition of five properties with a total area of 2,600 m2. The five properties had houses on them and were demolished for construction purposes. All the properties were acquired through a willing-buyer/willing seller process, at fair market prices. UPC made their purchases through a real estate agency, following standard Peruvian procedures. The municipal authorities changed the zoning designation of the area from residential to commercial.
5. Building D on the Monterrico campus will be constructed on an area already owned by UPC.
6. The solid waste generated at the University will consist of paper, residues from cafeterias and sanitary services. The paper will be collected by specialized recycling companies. The domestic solid waste will be collected on a daily basis by the municipal services.
7. Liquid waste (including sewage) will be treated by the state entity SEDAPAL. Currently, there are two wastewater treatment facilities for the area of Lima. SEDAPAL is in the process of implementing a plan for the construction of wastewater treatment facilities that will provide coverage to the south of Lima. Potable water is also supplied by SEDAPAL. SEDAPAL has a water treatment facility which collects water from the Rimac River for a chemical treatment.
8. The sponsor has committed that no asbestos-containing materials will be used, and all cooling systems will be CFC free.
9. A fire safety audit was conducted for UPC’s existing and new buildings by FPC NV of Belgium. A copy of the FPC audit, including an assessment of UPC’s facilities and recommended improvements for fire safety systems, has been provided to the sponsor. In connection with the project, a Corrective Action Plan (CAP) has been prepared and attached hereto as Annex 1 which identifies priority investments to be carried out. Corrective actions for the San Isidro Campus include the provision of a fire detection and alarm system along with a system of automatic fire doors separating the corridors; and the upgrade of the existing fire pumps and water protection system. Within the first year of operation, the existing fire hose reels will be upgraded and an approved sprinkler system will be installed.
10. Corrective actions for the Monterrico Campus include: for building D, a series of fire doors will be installed as specified in the CAP and a fire detection and alarm system will be installed. An automatic sprinkler system will be installed throughout building D in addition to hose reels for manual intervention. For buildings A, B, and C on the Monterrico Campus, recommended actions include the installation of an early warning smoke and fire detection system. The lecture hall Aula Magna in building A requires a second means of escape to be constructed immediately. Similarly, in building B, the upper floor of the library requires a second means of escape by fitting a panic hardware system to the escape door which is currently locked.
11. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by UPC and by conducting periodic supervision.
12. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that UPC proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.
