1. This project involves the expansion of the second company in Ghana to manufacture and distribute toothpaste for both domestic and export markets. Currently PharmaCare operates two lines comprising of an annealing machine and press for the manufacturing of collapsible tubes and a vacuum mixer and filling machine for the production of toothpaste. The purpose is to increase production from 40 to 100 tons per month of toothpaste, and to produce empty collapsible tubes for the extend production and other clients. It involves the acquisition and installation of equipment, construction of a new warehouse and renovation of the existing factory. Existing facilities are located on a 1.5 acre site in the South Industrial Area next to the Ring Road of Accra. The expansion is expected to be completed by early 2000, and the factory will then employ approximately 90 people.

2. This is a Category B project according to IFC’s environmental review procedure because a limited number of specific environmental impacts may result from this project. IFC’s Technical and Environmental Department staff review of this project consisted of appraising technical and environmental information submitted by the project sponsor as well as a site visit. The following potential environmental, social, safety and health impacts of the project were analyzed:

· site selection and previous use;
· water and power supply;
· effluent disposal and solid waste management;
· fuel and chemical storage;
· general housekeeping and equipment safeguarding; and
· fire protection, workers health and life safety.

The sponsor has presented plans to address these issues and demonstrate that the proposed project will comply with Ghanaian environmental laws and regulations and applicable World Bank Group requirements. The information about how these potential impacts are addressed by the sponsor is summarized in the paragraphs that follow.

3. The previously developed site is located in an industrial estate, adjacent to the South Ring Road. The site is surrounded by others industries. The single-floor facility already manufactures aluminum tubes from aluminum slugs and mixes in a vacuum machine various chemicals ingredients to produce toothpaste. Then the toothpaste is packed in the aluminum tubes with a filling machine, and the tubes are packaged on site. Water and electric power will be supplied by the existing local utility infrastructure (GWSC and ECG), although 350 KVa back-up power generation will be provided on-site. The siting of the facility is compatible with the general land use of the area, and there are no environmentally sensitive features in the vicinity. No population is or was previously living on site.

4. Sanitary sewage, factory effluents and office wastewater are treated on-site in two septic tanks with appropriately designed drainfield systems. The septic tanks are desludged regularly. Clean wastewater from other sources will be discharged to a storm drain connected to the drainage network of the industrial area that has been just upgraded. Domestic waste generated will be periodically collected by the municipal authorities (Accra Metropolitan Authorities) and industrial refusals are collected by a private waste management company (GEE Waste), and disposed in an approved municipal landfill. An intermediate waste disposal area is located on site

5. All raw materials (e.g. Calcium Carbonate, Sorbitol, Titanum Dioxide, Sodium Benzoate, Xanthan, Saccharine, and Fluoride) will be stored in a newly constructed warehouse adequately ventilated. They are all in clearly labeled containers, and will be handled in a manner that will prevent release to the environment and in accordance with local regulations and manufacturers’ recommendations. None of the raw materials are considered hazardous, so no specific containment is needed Secondary containment will be provided in the area where diesel fuel is stored for the emergency power generator.

6. No Ozone Depleting Substances (e.g., CFCs) will be used in refrigeration, air conditioning, or fire-fighting equipment on the premises. Noise monitoring will be undertaken to ensure compliance with local regulations and World Bank Group guidelines. Employee exposure to dust, heat and noise will be improved through adequate prevention measures.

7. Adequate fire protection and fighting equipment and life safety measures are incorporated into the buildings. These include the installation of fire extinguishers, numerous emergency exits and adequate ventilation systems. The sponsor has been required to post adequate signalizations and improve awareness and training of the workforce. Regular fire and emergency evacuation drills and training will be instituted. Employees will be trained in all environmental, health, and safety issues associated with the operation.

8. Local Release of ERS: The sponsor will organize meetings with the Metropolitan Authorities and the communities in the neighborhood to inform them both in English and in Ga or Akan of the content of the ERS.

9. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project will meet World Bank Group environmental, health and safety policies and guidelines and Ghanaian environmental requirements.

10. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
