1. Laboratorio de Analises e Pesquisas Clinicas Gastao Fleury S/C (Fleury) is a leading medical diagnostic service provider in the metropolitan area of Sao Paulo. The project involves over the next two years: (i) modernization of the main laboratory center which will replace its existing laboratory on Cincinato Braga Street; (ii) build 8 new collection and diagnostic centers (CDC, or the units), in the city of Sao Paulo, in the State of Sao Paulo and in capitals of major States; and (iii) renovation of its existing units. The proposed new central lab testing center will be fully automated.
2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment Department staff. The following potential environmental, health and safety impacts of the project were analyzed:
· Site selection and site environmental and social (including land ownership and land use) conditions;
· Liquid waste treatment and disposal;
· Handling and disposal of medical materials including bio-hazardous waste;
· Solid waste treatment and disposal;
· Employee exposure to toxic and/or radioactive material;
· Employee health and safety training;
· CFCs;
· Power and water supply; and
· Fire protection
The sponsor has presented plans to address these issues and demonstrate that the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow
3. The new laboratory facility will be constructed on an empty lot. This property was acquired on a willing seller – willing buyer basis. The collection and diagnostic centers will be located on rented property or Fleury’s property. All sites will be located in urban areas.
4. Liquid effluents generated at Fleury’s will be pre-treated prior to their discharge into Sabesp sewage system. The pre-treatment will include collection and separation into two different pipes: (i) collection from washing and cleaning areas and from the dining hall, which is first screened to remove the oil and grease, and (ii) collection of contaminated liquid effluents generated from the technical areas. Special collection of contaminated liquid effluents generated from the technical areas (solvents, acids, etc.) will have treatment of these waters provided by a private contractor. The liquid effluents from Fleury’s operation will comply with World Bank liquid effluent guidelines.
5. Fleury will generate the following solid waste: domestic 50,000 kg/yr, contaminated residues 100,000 kg/yr, and recycling residues 76,000 kg/yr. The contaminated residues will be collected in white plastic containers according to ABNT standards and incinerated. The domestic solid waste will be stored in black plastic containers and will be collected by private contractors to be disposed at a municipal landfill. The recycling residues are separated by material type and stored in blue plastic containers which are transported to the recycling centers by the various recycling companies.
6. Fleury has confirmed that CFC based equipment will not be used in their facilities. Water will be supplied by local authorities an d power will be supplied by the national grid.
7. Fleury will incorporate fire safety measures in all its facilities including, automatic sprinkler system, signaling for area of abandonment, and manual fire extinguishers. The facilities will have emergency escape routes and fireproof structures. Fleury will provide its employees with personal protective equipment (PPE), and a fire safety brigade will be formed.
8. Employee’s training programs will include: (i) precautions and procedures for safe storage and handling of hazardous materials; (ii) environmental and occupational safety measures including safe lifting practices, safe chemical handling and use, and proper control and maintenance of equipment and facility; and (iii) fire safety training and recycling procedures.
9. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by Fleury and by conducting periodic supervision.
10. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Fleury proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.
