Environmental Review Summary (ERS)
Project Name: TURKEY: Unye Cement
Region: Central and Southern Europe

1. The project involves investments to: (i) expand Unye Cement’s clinker production capacity from 1,750 tpd to 4,500 tpd; (ii) improve the plant’s environmental standards; (iii) reduce production costs; and (iv) debottleneck the plant’s operations. The company currently operates at full capacity and purchases clinker from outside to meet its cement in summer months.
2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor and the technical appraisal. The following potential environmental, health and safety impacts of the project were analyzed:
· air emissions;
· solid wastes and liquid discharge handling;
· sustainable raw material supply;
· fire prevention and emergency response; and
· employee health and safety.
The sponsor has presented plans to address these issues and demonstrate the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.
3. The plant is located 90 km East of Samsun airport on the Black Sea, and at less than 500 m from the nearest highway (D010) running from Istanbul to Batum in Turkey. Unye’s existing operation consists of one dry process production line with a clinker production capacity of 1,750 tpd clinker. The project does not require any resettlement of communities or any economical displacement and will not affect sensitive areas.
4. Unye has access to two limestone deposits, one is located at four km and the second one is located at less than one km from the plant. The former has an estimated reserve of 50 million tons of cement grade limestone and the second deposit (Cevizdere) has an estimated reserve of 30 million tons of cement grade limestone. The sponsor has already initiated action to acquire mining lease for an additional limestone deposit lying in continuation of the quarry located at 4 km from the plant.
5. Raw materials from the storage area are transported to the raw mill grinding by covered belt conveyors which controls the dust emitted to the atmosphere. The sponsor will install a jet pulse filter to collect dust emissions from the raw mill inlet and the raw material transfer points and another filter will be installed on the raw material silo. In addition, two electrostatic precipitators, one each, for the kiln raw mill and for the clinker cooler unit will also be installed. The project’s particulate emissions will be less than the 50 mg/Nm3 World Bank particulate guidelines. The SOx and NOx emissions are expected to be appropriately controlled to comply with the 400 mg/Nm3 and 600 mg/Nm3 respectively.
6. Coal will continue to be the fuel used. The coal mill has dust collectors to ensure particulate emissions of 50 mg/Nm3.
7. The company gets its water supply from it’s own pumping station from borehole wells. The plant is equipped with a closed cooling water system and since it is a dry process operation there are no process liquid effluents released to the environment. Sanitary sewage will be treated in a wastewater treatment plant to comply with World Bank guidelines.
8. The dust collected in all air pollution control devices is recirculated into the process and the domestic residues are collected and properly disposed following local requirements.
9. The sponsor is committed to rehabilitate the quarry areas and will submit a quarry reclamation plan as a condition of the first disbursement.
10. At project completion, the sponsor will commission an independent environmental audit and will submit the results to IFC to demonstrate compliance of the project with the applicable World Bank guidelines.
11. The sponsor has an emergency response plan in place and will install smoke and fire detectors and fire extinguishers, as necessary, in places where the risk of fire prevails and will perform periodic fire drills.
12. To reduce noise emissions, the equipment is regularly maintained. Personal protective equipment (i.e., hard hats, dust masks, hearing protection, etc.) are provided to and required to be used by the employees. Unye Cement will continue implementing health and safety programs and will continue training employees in occupational health and industrial safety issues to ensure that the environmental, health and safety measures are enforced and that the employees are properly trained as specified on the applicable World Bank guidelines.
13. By project completion, Unye Cement’s operations will be in compliance with the relevant World Bank guidelines and policies and with the Turkish environmental standards.
14. FC will also monitor Unye’s ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating environmental performance reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.. Minimum information to be provided in the annual monitoring report includes the following:
· project developments status and/or deviations from the original;
· stack emission monitoring results for each source;
· process and domestic water liquid effluents concentrations;
· ambient noise levels;
· significant incidents, if any;
· annual statistics for occupational accidents and illnesses including number of employees, work hours and lost-time incidents;
· rate of work related accidents and incidents
(Rate = # of incidents/# of workers)
· interactions with the local communities; and
· industrial, safety, and environmental employee training programs.
15. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Turkey requirements, and World Bank policies, and environmental, health and safety guidelines.
