Project Name: TURKEY: SAKoSa

1 The Company is expected to start commercial production at its plant, currently under construction in Ýzmit, Turkey, in the second half of 1999. The project has two phases. In the first phase, SAKoSa will produce 7,000 tons/year “PET HMLS” polyester yarn and 7,000 tons/year tire cord fabric with the produced yarn. The second phase will bring the production capacity to 14,000 tons/year yarn, of which 12,000 tons/year will be converted in-house into tire cord fabric. This phase is expected to be completed by in the first quarter of 2001.

2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor by IFC’s Environment staff. The following potential environmental, health and safety impacts of the project were analyzed:

· site selection;
· liquid effluents;
· solid and liquid waste handling and disposal;
· employee training;
· occupational health & safety.

The sponsor has provided information about how these potential impacts will be addressed and demonstrate the proposed project will comply with applicable local regulations and World Bank policies and guidelines. This information is summarized in the paragraphs that follow.

3. The facility is located in an approximately 61,500m2 lot in an small-scale industrial area at the border of the Alikahya village in Izmit, Turkey. The site was acquired through direct purchase from the industrial estate owners. This transaction did not cause resettlement of communities or economical displacement and the site is not located near sensitive areas.

4. The power needs are going to be supplied by Energisa, the local power utility. The project will not release air emissions to the atmosphere.

5. Water for the operations will be obtained from wells. The project will generate process and domestic waters which will be pre-treated on-site prior being discharged to the municipal wastewater treatment facility. The pre-treatment facilities will consist of biological and chemical treatment.

6. The solid waste generated includes production and domestic wastes. Production waste is baled and sold whilst the domestic wastes and the sludge generated in the wastewater treatment facility are disposed in a government authorized landfill.

7. The sponsor will provide and require SAKoSa employees the use of personal protective equipment including safety shoes, gloves, masks, safety glasses, etc and will periodically train the employees in health and safety issues complying thereby with the applicable World Bank health and safety guidelines.

8. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that SAKoSa proposed project is being designed to meet World Bank environmental, health and safety policies and guidelines and host country requirements.

9. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by SAKoSa and by conducting periodic supervision.
