1. The project involves the taking over of the manufacturing of concrete masonry units, currently being produced by two existing Ermin group companies, by Kazakhstan Construction Company (KCC) which was registered in February 1998. Existing block making capacity of 120,000 square meters per annum is proposed to be expanded to 408,000 sq. meters per annum by adding two high capacity block making machines and associated equipment. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria.
2. This is a category B project according to IFC’s environmental review procedure because a limited number of specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor. The following potential environmental, health and safety impacts of the project were analyzed:
· air emissions;
· liquid effluents;
· solid wastes;
· fire prevention and emergency response;
· employee health safety and training; and
· employee protection from noise and dust.
The sponsor has presented plans to address these issues and demonstrate the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.
3. The site is located in a 1.6 ha area in an industrial area in the town of Kapchagai about 50 km from Almaty City. The project will not require any resettlement nor will impact sensitive habitats.
4. KCC will install air pollution control devices in all production areas to ensure that the release of dust emissions to the atmosphere is below the 50 ug/m3 World Bank guideline. In addition, the sponsor will install monitoring devices to determine the particulate emissions at all times.
5. The process and domestic waters will be treated prior to being discharged into the municipal water channel. The liquid effluents will be treated to comply with World Bank guidelines.
6. The solid residues will be collected, removed by truck and properly disposed following the local regulations.
7. The sponsor will install fire hydrants and hoses in the shops. All flammable material will be adequately stored to reduce the risk of explosions.
8. Personal protective equipment are provided to and required to be used by the employees. Hard hats are provided for all personnel, and dust masks and hearing protection are provided for personnel working in areas with high dust and noise levels, respectively. The company’s moving machinery will be protected by shield guards and guard railings. Emergency switches will be also installed as a safety measure.
9. KCC has qualified personnel to implement health and safety programs. The company will train the employees in occupational health and industrial safety issues and will continue implementing occupational health and industrial safety programs to comply with World Bank guidelines.
10. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Kazakhstan requirements, and World Bank policies, and environmental, health and safety guidelines.
11. IFC will also monitor KCC’s ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating environmental performance reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
