1. This project involves the construction of a glassware plant to produce 114 million glassware pieces per year. The plant will have a total furnace capacity of 36,000 net tons per year and will be located in Eskisehir about 200km from Istanbul, Turkey.

2. This is a category B project according to IFC’s environmental review procedure because a limited number of specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor. The following potential environmental, health and safety impacts of the project were analyzed:

· site location and land use;
· air emissions;
· liquid effluents;
· hazardous waste handling/solid waste disposal;
· water sources;
· fire prevention and emergency response; and
· employee exposure to noise and dust.

The following is a summary of findings of IFC’s environmental review of this proposed investment.

3. The plant will be located in a purpose built industrial park 13km from the nearest town centre, Eskisehir. The total site area is 103,600 m2. There will be no resettlement or adverse impacts on natural habitats as a result of the project.

4. Air emissions will be generated from the furnaces, batch house and other transfer points. The fuel will be natural gas so there will be no SO2 emissions. NOx emissions are expected to be in the region of 2600 mg/Nm3, which is in compliance with the World Bank guidelines and current practice in Western Europe. The sponsor will install air pollution controls such as bag filters and dedusting units at all emission points including the furnace, silos, conveyors, mixers and other transfer points to ensure compliance with the applicable World Bank guideline for particulates.

5. The company will install two wastewater treatment plants at the plant. One is for effluent such as oily wastewater from the forming machines. The other treatment plant will specifically treat effluent derived from the chromium plating operation used in the formation of moulds. Domestic wastewater will be discharged to the biological plant located in the industrial park, operated by the Management of Eskisehir Industrial Zone.

6. Measures for safe handling, storage and disposal of hazardous material are incorporated into the project design. Solid waste will be segregated and disposed of as follows: Discarded material collected in the air pollution control devices and from the production lines will be returned to the process units for reuse. The sludges generated in the wastewater treatments as well as the ashes from the regenerator and the domestic wastes will be disposed in facilities authorized by the local authorities.

7. The sponsor will develop and implement a safety and evacuation and fire prevention program ensuring that the environmental, health and safety measures are up to date and that the employees are properly trained. The natural gas will be supplied by pipeline at the plant. The liquid petroleum gas, to be used in the furnaces, will be stored in above ground storage tanks located at least 15 m distant from the nearest building. The tanks will have a water spraying system installed.

8. The sponsor is developing an emergency response plan, which will be submitted to IFC prior to first disbursement. The sponsor will implement a strict fire prevention system including a fixed fire fighting system with the required number of hydrants and metal hose boxes, extinguishers and smoke detectors installed throughout the plant. The sponsor will perform periodic fire drills.

9. Personal protective equipment are provided to and required to be used by employees. Hard hats will be provided for all personnel, and dust masks and hearing protection will be provided for personnel working in areas with high dust, temperature, and noise levels. The workplace will have ventilation and dedusting systems as needed to reduce the exposure of the employees to excessive dust levels. The employees exposed to high temperature areas will be required not to exceed the exposure limits. Sound proofing rooms will be installed in designated areas as required by World Bank guidelines. The company’s moving machinery will be protected by shield guards and guard railings.

10. The sponsor will train the employees in occupational health and industrial safety issues including accident prevention and personal protective equipment, safe storage, handling and use of flammables fire risks, fire fighting systems and response actions. The sponsor will have a responsible person assigned to supervise the appropriate implementation of the environmental, health and safety issues and to ensure compliance with all applicable World Bank guidelines.

11. IFC will monitor ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating the environmental performance reports submitted annually, in conjunction with the annual financial report, to IFC by the sponsor and by conducting periodic site reviews during project supervision.

12. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Turkey requirements, and World Bank policies, and environmental, health and safety guidelines.
