1. This project involves the installation of a domestic gas (LPG) filling plant at the Port Harcourt. The bottling process will involve filling repressurized gas into high-pressure domestic gas bottles through filling nozzles. Currently, the sole producer of LPG is the Nigerian Petroleum Development Company (NNPC). Ansbby has applied for the license to operate plant from NNPC through the Department of Petroleum Resources.
2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment staff. The following potential environmental, health and safety impacts of the project were analyzed:
· site location;
· air emissions;
· liquid effluents;
· hazardous materials risk assessment;
· solid and hazardous waste disposal;
· employee training and fire protection.
The information provided by Ansbby Nigeria Limited, about how each of these potential impacts will be addressed in the development of the proposed project is summarized in the paragraphs that follow.
3. The proposed Liquefied Petroleum Gas Plant will be located at East/West road portion within Rumuokwurusi in Obio/Akpor. The area for the plant has 3762 m2. The plant will be located in an industrial area. The surrounding vegetation is composed of shrubs, and some scattered palm trees.
4. The process will have safety valves and gas detectors will be installed through out the plant. The project will have a back-up power generation unit, which will comply with applicable World Bank guidelines. The sponsor will ensure that the air emissions generated will be appropriately controlled to comply with World Bank guidelines.
5. All industrial waters generated will be reused thus; there will not be release of industrial effluents to the environment. The sanitary sewage will be collected in septic tanks. The tanks will be periodically maintained to ensure that they operate properly.
6. Industrial wastes generated will be treated to comply with World Bank guidelines. Domestic solid wastes will be properly disposed according to local regulations.
7. The sponsor will ensure that the noise levels generated by the power generation unit and the additional plant operations will comply with World Bank guidelines.
8. The sponsor will conduct hazard and risk assessments to identify, characterize and safely manage any present or future potential environmental hazard of Ansbby products and operations. The sponsor will also prepare comprehensive gas leaks/spill prevention and contingency plans. The sponsor will submit the hazard and risk assessments as well as gas leaks/spill prevention and contingency plans to IFC as soon as they are completed.
9. The sponsor will install gas leak detectors, alarm systems, and fire prevention equipment including fire hydrants, stand pipe and bar, water hoses, water spray projector systems and gas/CO2 detectors.
10. The sponsor jointly with the State Fire Service Board will provide comprehensive fire prevention and fire safety training to the employees and will have periodic fire drills at Ansbby. In addition, the sponsor will implement employee health and safety training programs including storage safety, accident prevention, emergency response, personal protective equipment, etc. ensuring thereby compliance with World Bank guidelines. Periodic monitoring of the workplace will be conducted to ensure compliance with World Bank guidelines. The employees will be provided with and required to use personal protective equipment.
11. The sponsor will hold regular meetings with the community to discuss potential impacts of the sponsor operations, pollution prevention, environmental protection and the provision of basic amenities.
12. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Ansbby, proposed project will meet World Bank environmental, health and safety policies and guidelines and Nigeria requirements.
13. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by Ansbby and by conducting periodic supervision.
