Project Name SEF-SENEGAL: Fanaicha School

1. This project involves the expansion and renovation of an existing 13 classroom school in Sotrac-Mermoz, a few kilometers from downtown Dakar on the airport road. It includes the construction of eight additional classrooms, five language and science laboratories, a library, a cafeteria, and expanding the dormitory boarding facilities from 33 to 100 students. The Fanaicha School is located in a relatively newly developed area on a 3,400 sq m sq m site. Electricity and water are available from the existing municipal infrastructure. Cannister-delivered butane will be used to fuel cafeteria stoves and ovens. Project completion is expected during the summer of 1998. The sponsor expects to have 1,000 students with approximately 45 full-time teachers.
2. This is a Category B project according to IFC’s environmental review procedure because a limited number of specific environmental impacts may result from this project. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor by IFC’s Technical and Environmental Department staff. The following potential environmental, safety and health impacts of the project were analyzed:
· sewage treatment and disposal;
· waste/garbage management and disposal;
· hazardous chemicals use, storage, and handling; and
· fire protection and life safety.
The sponsor has presented plans to address these issues and demonstrate that the proposed project will comply with Senegal environmental laws and regulations and applicable World Bank requirements. The information about how these potential impacts are addressed by the sponsor is summarized in the paragraphs that follow.
3. Sanitary effluents and wastes from laboratories will be separately collected and stored in underground tanks. These wastes will be periodically removed by private waste haulers for ultimate delivery to an authorized municipal treatment and disposal facility in Dakar.
4. Solid wastes include small amounts of biodegradable food leftovers from the cafeteria, and paper and plastic packaging materials. Food waste is collected and given to neighboring families and the poor. Other solid wastes (paper and packaging materials) will be appropriately collected and disposed in the municipal landfill.
5. No Ozone Depleting Substances (e.g., CFCs) will be used in refrigeration, air conditioning, or fire-fighting equipment on the premises. All hazardous chemicals used in laboratory activities and kitchen butane cannisters will be stored in clearly labeled containers, properly segregated, and stored in a manner that will prevent accidents and release to the environment.
6. Adequate fire protection and life safety measures and designs are incorporated into the two building structures. These include the placement of fire extinguishers throughout the school and kitchen buildings and provision for safe and easy evacuation through two stairway exits in the school building. Regular fire and safety response drills and training will be instituted for teacher evacuation of students. Adequate access to the school property is provided for local municipal emergency response teams. In addition, first aid kits will be provided, and selected teachers and students will be trained in administering first aid.
7. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project will meet World Bank environmental, health and safety policies and guidelines and Senegal environmental requirements.
8. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
