ENVIRONMENTAL REVIEW SUMMARY (ERS)

Project Name: Lithuania-Superfos Fegda UAB

1. The company will produce asphalt, pave and maintain roads as well as, to some extent, construct roads in Lithuania. The asphalt produced will be for Superfos Fegda’s own use (i.e. for pavement and road construction jobs performed) and sale to other road construction companies. The technology and equipment, for all activities, used in Lithuania will be similar to the technology used at Superfos Construction’s (SC) plants in Denmark. The equipment will be of high quality and the company will be the first in Lithuania to recycle asphalt. Production capacity is expected to be app. 250,000 tons of asphalt annually.
2. The plant will be established in an industrial area in the outskirts of Vilnius on vacant land not previously used of industrial purposes. Land use has been approved by the Vilnius Municipality.
3. Road pavement and repairs will mainly be conducted in the Vilnius-region. Road pavement and construction will mainly be for the existing road network.
4. This is a category B project according to IFC’s environmental review procedure. Specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor and technical appraisal by an environmental expert of the Investment Fund for Central and Eastern Europe (IØ), the agent for this facility. The following potential environmental, health and safety impacts of the project were evaluated:

· Handling and storage of hydrocarbon and raw materials
· Noise
· Waste
· Working environment
5. Information on how these potential issues will be addressed is summarized below.
6. Dust form handling and storage of raw materials will be minimized by spreading of water on the ground. Dust emissions from the asphalt plant will, due to installation of a filter before the chimney, not exceed 50 mg/m3. Emissions of SO2 and NOx will not exceed 0.25 mg/m3 and 0.125 mg/m3, respectively, due to the burner and installation of a filter in the chimney, the height of the chimney, and use of natural gas.
7. Hydrocarbons, including bitumen, will be transported and stored in containers or tanks. Other raw materials such as sand, gravel and recycled asphalt will be stored out doors on gravel or asphalt paved grounds. Tank pits will have secondary containment to avoid spills and contamination of soil and ground water. All hazardous materials will be stored in labeled containers or vessels. Storage and handling will comply with Lithuanians as well as Danish laws and regulations.
8. Noise level from the production will not exceed 75 dB (A) during day time and 70 dB (A) during night time outside the production area.
9. Surface waste water from areas where oil is handled will be collected and cleaned in an oil/water separator. Solid waste will be recycled, reclaimed or disposed of in compliance with Lithuanian laws and regulations.
10. All employees will be provided with necessary safety equipment, including fluorescent work wear, hearing protection, helmets, masks, footwear and glasses etc. For road pavement, necessary traffic safety measures will be taken, including traffic direction. In general, strict safety procedures will be implemented.
11. IØ, acting as IFC’s agent, will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during IØ’s financial participation in the project by evaluating reports submitted annually to IØ by SC, and by conducting periodic supervision.
12. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that SC’s proposed project will meet World Bank environmental, health and safety policies and guidelines as well as Lithuanian environmental laws and regulations.

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.
