Project Name AEF-SOUTH AFRICA: Constantia Days Inn

1. This project involves the establishment of a 3 story hotel in Roodepoort, Gauteng a suburb of Johannesburg. The hotel will contain a restaurant, meeting rooms and shops and is intended to serve businness travellers in the rapidly growing western suburbs.
2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment staff. The following potential environmental, health and safety impacts of the project were analyzed:
· liquid and solid waste disposal;
· power and water supply;
· CFCs;
· housekeeping and hygiene;
· general health and safety training; and
· fire protection
The information provided by Constantia Days Inn about how each of these potential impacts will be addressed in the development of the proposed project is summarized in the paragraphs that follow.
3. Hotel wastewater will discharge into the municipal system, whcih is modern and is in compliance with all relevant South African regulations and requirements as well as World Bank guidelines. Solid waste (garbage) will be collected on a weekly basis by the Roodepoort municipality for final disposal. No hazardous wastes will be generated.
4. Drinking water and electrical power for the hotel will be supplied by the local utility companies. The water quality will be monitored by the requirements established by the National Buildings Regulations of South Africa, which are in accordance with the requirements of the World Health Organization. The hotel will not have back-up generators, however, emergency exit lighting will be battery operated, which will automatically switch on in the event of power failure.
5. The hotel’s air conditioning system and refrigeration facilities will use R22 and R404, which are in accordance with the Montreal Protocol.
6. The project has been deemed consistent and in compliance with local zoning laws, land use practices and local sanitation and environmental requirements. Prior site use did not involve practices that may have caused land contamination. No family or business relocation will be necessary.
7. The construction materials used will be fire resistant. A fire protection and life safety system as required by the local fire department will be implemented. Sprinklers will be installed in public areas such as the lobby, meeting rooms, and every guest room in the building, and will comply with World Bank guidelines. Powder extinguishers will be also installed and, placed according the fire department recommendation. The public areas as well as the kitchen, and the laundry areas will have emergency lighting and sign system to direct guests and personnel toward evacuation routes. There will be fire procedures and evacuation pictograms located at each elevator lobby and on the back of each guess room door. The fire protection and life safety system will meet World Bank guidelines.
8. The sponsor has developed and emergency response and evacuation plan. The plan will address emergency response coordination with local authorities, personnel training and regular drills to address emergency situations of various magnitudes. The sponsor will comply with all World Bank guidelines for Health and Safety.
9. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the Constantia Days Inn proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.
10. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by Constantia Days Inn and by conducting periodic supervision.
