Project Name TURKEY-Sotkas

1. The project involves the expansion of their total fabric capacity from 5 million meters up to 22.2 million meters. The primary components of the investment project will be (i) in weaving, 72 new looms and a new building; (ii) in fabric finishing, additional washing-dyeing and mercerizing machines; (iii) in yarn dyeing, three more winding machines will be purchased and (iv) in ring spinning, three spinning machines and two combing machines. The project site is located in Soke.
2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment staff. The following potential environmental, health and safety impacts of the project were analyzed:
· site location;
· water supply and electricity;
· air emissions;
· liquid effluents;
· hazardous and solid wastes;
· general occupational health and industrial safety; and
· fire protection and emergency response.
The information provided by Sotkas about how each of these potential impacts will be addressed in the development of the proposed project is summarized in the paragraphs that follow.
3. The project site location is been used by Sotkas since its foundation in 1971. The factory is located near the town of Soke and agricultural fields. The size of the land is 190,937 m2.
4. The water supply for the process and drinking purposes is provided by wells located on Sotkas property. The water used for drinking is filtered through sand filters and analyzed every six months by the Turkish National Water Supply Department and the State Health Clinic. The total consumption of water for the plant is between 4,800 - 5,000 m3/day.
5. Sotkas have three boilers; boiler # 1 uses fuel-oil, boiler #2 and #3 uses LPG. The boilers are used when the co-generation plant output is not sufficient to meet the demands. Sotkas plans in the future to sell boiler # 1. Air emissions are analyzed once a year.
6. The company has implemented a waste water treatment plant (WWTP) since 1984. Sotkas will have a separate collection and treatment system for the excess cooling water from the cooling towers and various processes. Sotkas will increase the WWTP capacity to accommodate the new loading. The company will also install new stormwater canals for the new units. After treatment the wastewater is discharged to the municipal sewerage system.
7. Sotkas re-uses or sells most of its solid wastes on regular basis. The solid that is not re-used or sold such as biological waste (dining halls) 425 kg/day, dust from air conditioning system 860 kg/day, garden grass 65 kg/day and other waste 150 kg/day are collected and disposed of at the central waste collection area of the town. Hazardous waste such as batteries and medical waste are collected and disposed of at the municipal dump area. The medical waste generated is from the on-site medical clinic and the batteries are used in calculators, etc. There is no soil contamination at the factory site.
8. The hazardous materials stored on site are hydrogen peroxide 133,000 kg/year and sodium hydrosulfite 67,750 kg/yr. The company is studying under the System of Environmental Management with reference to ISO 14000 standards the issue of hazardous materials storage and handling.
9. Sotkas has implemented an emergency plan. The plan includes among others notification of authorized personnel, and evacuation routes. There is also the formation of voluntary fire brigades among employees. The training for fire prevention is every year and includes fire drills, use and handling of equipment such as fire extinguishers, and hoses etc. The company provides the employees with personal protective equipment. Sotkas have a designated supply of water for fire fighting purposes, and fire hydrants are located through out the plant.
10. Noise levels at the facility have been measured, and the areas where noise levels were above the limits of 85 dBA, the sponsor will enforce the use of hearing protection devices. The training program at Sotkas is implemented at Sotkas by the management and employees and include programs in the following areas; fire fighting preventive measures, first aid, housekeeping, and international standard of environmental management system (ISO 14000).
11. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Sotkas proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.
12. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by Sotkas and by conducting periodic supervision.
