1. This project involves the development of a new, integrated facility for rearing and processing turkeys, including a parent stock farm, hatchery, slaughterhouse, cold storage facility, turkey meat processing lines and a rendering plant. The project will also include the establishment of an organic fertilizer business to process the waste generated by Pinar Et’s cattle and turkey operations. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria.
2. The review of this project consisted of information submitted by the project sponsor and the technical appraisal completed by IFC Agribusiness Department staff. The following potential environmental, health and safety problems of this project were analyzed:
· site selection and location;
· air and water emissions;
· solid waste handling and disposal;
· fire protection and emergency response; and
· general worker health and safety.
·
Information as to how these issues will be addressed is summarized below.
3. The new facilities are located on vacant land already owned by the company, adjacent to the existing meat processing facility in a rural area approximately 25 km from Izmir. A buffer zone is provided around the boundary of the property. There is no nearby residential area. The organic fertilizer plant will be located a further 20 km away in proximity to a new cattle feedlot being developed by Pinar Et.
4. Energy requirements of the new hatchery, slaughterhouse and meat processing facilities will be supplied by low and high pressure steam, hot water and electricity from onsite boilers. Stack emissions from the boilers will be within the specified World Bank guidelines.
5. The main air emissions problem from meat processing facilities such as these is related to odors from the rendering process. Offal and other organic waste from the slaughterhouse will be processed in the existing rendering plant, which is renewed and will be reorganized, to produce both rendering fat and high protein meat and bone meal for animal feed purposes. This plant has exhaust cleaning/filtering systems to minimize odor generation from this process. The stock farm and hatchery will be managed to ensure hygienic conditions and minimize odors.
6. Contaminated process water from the turkey slaughterhouse, along with wash water from the stock farm, hatchery and meat processing plant, as well as domestic sewage, will be treated in the existing wastewater treatment plant. This plant is operating well within its design capacity and has adequate capacity to handle the additional load from these new facilities. The liquid effluent from the wastewater treatment plant is within the World Bank limits for all parameters.
7. Solid wastes will include primarily packaging wastes, which will be recycled to the extent possible or disposed of in an approved landfill.
8. Animal wastes (manure) from the poultry and cattle operations of Pinar Et will be collected and processed in a new organic fertilizer plant to be constructed as part of this project. The plant will partially dry the raw manure, mix it with trace elements and other additives as required, and then pelletize and package it for sale. The manure will be dried in a rotating drum dryer with hot air produced from fuel oil combustion. The exhaust gases will be treated in a cyclone for dust control and then in a more advanced thermal exhaust cleaning system to remove residual dust and odors. Any wash water from this plant will discharge to a pond on site for natural biological treatment. There will be no discharge of waste water from the site to local surface waters..
9. A new cold storage facility will be constructed to accommodate the additional meat products. This facility will use ammonia as the refrigerant and will be equipped with leak detectors, warning systems and remote shut-off valves for use in case of accident. Pinar Et already has a comprehensive health and safety program in place, including the provision of personal protective equipment as needed for work in noisy areas and in low temperature areas. Working areas will be designed to meet international standards for occupational health and safety. Machinery will be properly protected to prevent accidents and all electrical systems grounded. Fire alarm and protection systems are provided. Strict hygiene standards are enforced throughout the facilities. Training is provided to staff in first aid, hygiene and sanitation and good manufacturing practices.
10. IFC will ensure ongoing compliance with World Bank environmental, health and safety policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by Pinar Et and by conducting periodic supervision.
11. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that this proposed project is designed to meet World Bank environmental, health and safety policies and guidelines as well as host country requirements.
