1. Radmed Diagnostic Center Ltd., (Radmed) is a diagnostic and medical laboratory. Radmed has operated on rented premises at Victoria Island, Lagos for four years. This project involves the construction of a new building on Victoria Island to house its operations, and the acquisition of new equipment.

2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment staff. The following potential environmental, health and safety impacts of the project were analyzed:

· liquid and solid waste disposal;
· storage and handling of hazardous chemicals;
· hazardous waste disposal;
· hygiene and housekeeping;
· employee exposure to toxic or radioactive materials;
· workers safety and training; and
· fire prevention and emergency preparedness.

The information provided by Radmed about how each of these potential impacts will be addressed in the development of the proposed project is summarized in the paragraphs that follow.

3. Radmed liquid and solid waste will consist mainly of human waste such as stool, urine, blood and reagents waste. The sponsor will treat the waste by autoclaving, discharging it to a sewage treatment plant, and the treated liquid and solid waste will be collected by a waste disposal company for final disposal according to local laws and regulations. The sponsor plans to use a small incinerator to burn must of its solid waste products.

4. Radmed does not store hazardous chemicals on site. The material used for diagnostics arrives in pre-packed units that are used directly on the specimen. The X-ray and C.T. scan machines will be shielded by concrete wall, and employees operating this equipment will be provided with personal protective equipment

5. The syringes and needles will be first placed in antiseptic solution and then destroyed. The syringes and needles will be disposed of the waste disposal company in accordance with local laws and regulations.

6. Radmed medical radiologist and medical scientist will be trained on a yearly basis on different areas of specialization. The facility will have smoke detectors and sprinklers system in every room. Fire extinguishers will be placed throughout the facility according to the Fire department recommendations. Employees will also be trained in fire fighting including safety and emergency preparedness.

7. The project has been deemed consistent and in compliance with local zoning laws, land use practices and local sanitation and environmental requirements. Prior site use did not involve practices that may have caused land contamination. No family or business relocation will be necessary.

4. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Radmed Diagnostic Center Ltd., proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.

5. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by Radmed Diagnostic Center Ltd., and by conducting periodic supervision.
