Project Name SEF - MALI: Le Grand Hotel II de Bamako

1. This project involves the construction of a new 80 room, four-star hotel for business travelers, in downtown Bamako, Mali. The hotel will have a conference center, restaurant, swimming pool and gymnasium.

2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of the appraisal of technical and environmental information submitted by the project sponsor and completed by IFC’s Environment Department staff. The key environmental, health and safety issues considered in this project include:

· site settings and conditions;
· water supply and sewage treatment or disposal;
· solvents/waste/garbage management and disposal;
· CFC-free cold storage and air conditioning;
· fire protection and life safety measures; and
· employee training and general safety.

The sponsor has presented plans to address these issues and demonstrate that the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.

3. The hotel is located in the central business district of the capital. The sitting of the new building will be on a 2 hectares plot of previously undeveloped land, close to the Niger River and the Convention Center. The project has been deemed consistent and in compliance with local zoning laws, land use practices and local sanitation and environmental requirements. Prior site use did not involve practices that may have caused land contamination. No family or business relocation will be necessary, nor deforestation will be needed.

4. Because of the proximity of the groundwater table, the hotel sewage waste will be treated in an on-site plant built and operated by the sponsor. Design and construction will be done in close collaboration with the local public utility company (Energie du Mali, Division des Eaux). Final water discharge in the nearby river will be regularly monitored by the local regulatory authorities (Service d’Hygiène). This is in accordance with the Mali Health laws which establishes the capacities and methods of treatment. Any oily wastewaters generated will be treated in an oil/water separator prior to treatment. Grease removed by the separator will be removed from the tank, and then disposed off-site by a private contractor.

5. Special premises will be constructed for the storage of all solid waste. Preliminary sorting will be done, to separate putrescible from others. No hazardous waste will be generated. The sponsor will hire a private contractor to collect the liquid and solid waste for proper disposal in a landfill according to local laws and regulations.

6. The water supply and electricity will be provided by the city systems, both managed by the same private local utility company. The water quality will meet World Health Organization requirements and guidelines. Regarding power and water supply, local regulations will be also be enforced. Emergency electric power will be provided with on-site diesel generators. The tank containing the fuel will be stored underground within a barrier with cover and inspection manholes.

7. The hotel''s air conditioning system and refrigeration facilities will not use CFC-based refrigerants in its compressors, thereby complying with World Bank guidelines.

8. The hotel building will meet relevant French Standards for heat and smoke detection, alarms and fire fighting. Fire escape routes for the evacuation of occupants have been provided in accordance with French standards. Powder extinguishers will be also installed and, placed according to the fire department recommendations. Smoke detector system will be installed in all guest rooms, corridors, and all public areas. Emergency lighting and exit signs will be provided in all public areas to direct people to the nearest emergency staircase. Sprinklers will be installed in public areas such as the lobby, meeting rooms, and every guest room in the building. The fire protection and life safety systems will meet World Bank guidelines, and be regularly inspected by the local fire department (Sapeurs Pompiers du Mali).

9. The sponsor has developed an emergency response and evacuation plan. The plan will address emergency response coordination with local authorities, personnel training and regular drills to address emergency situations of various magnitudes. The sponsor will comply with all World Bank guidelines for Health and Safety.

10. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Mali requirements, and World Bank policies, and environmental, health and safety guidelines.

11. IFC will monitor SMPH’s ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.

Environmental and Social Mitigation Measures

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.
