Project Name AEF-NIGERIA: Bailey Bridges Nigeria Ltd.

1. This project involves the acquisition, installment and operation of a 120 tonne Mabey Pontoon Ferry for a five year period by Bailey Bridges Nigeria Limited (BB). Under an existing three year agreement with the Nigerian Agip Oil Company Limited (Agip), BB has purchased and operated a 110 metric tonne pontoon ferry.
2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment staff. The following potential environmental, health and safety impacts of the project were analyzed:
· fuel storage;
· recycling/proper disposal of all motor fluids;
· safety around heavy equipment;
· proper disposal of bilge waste and other solid and liquid waste;
· provisions of life preservers and lifeboats as appropriate;
· employee training;
· fire safety; and
· emergency response preparedness.
The information provided by Bailey Bridges Nigeria Ltd., about how each of these potential impacts will be addressed in the development of the proposed project is summarized in the paragraphs that follow.
3. BB will not store fuel on the ferry. The fuel will be dispensed into the engines from Agip fuel truck through the nozzle. Training will be provided for employees to avoid any spills on the ferry or the river. The pontoons will be protected with anticorrosion paints every three months, and manholes will be inspected regularly for any leakage problems. BB will collect the used oils and sent to Agip for recycling. The project will not generate solid waste.
4. Ferry safety measures for crew and passengers on boarding and disembarkation will be strictly enforced. These safety measures include; during boarding and disembarkation vehicles must come onto the ferry first, passengers will remain seated during the ferry crossing, and all vehicles must carry certificates of road worthiness before being allowed into the ferry.
5. The ferry will be equipped with life-vests, lifebouys, life ropes, fire extinguishers and sand buckets. All personnel will be provided with safety boots, hand gloves, helmets, overalls and raincoats.
6. Fire prevention and training programs will be conducted on a regular basis by the sponsor. The sponsor will adhere to the following steps in the event of fire on the ferry; all passengers will be moved to a muster point located on the ferry, crew member will attempt to extinguish the fire with the fire equipment on board, and the supervisor will contact the nearest Agip fire station for assistance and the Agip medical center for ambulatory services.
7. Exposure to rain and heat from the sun will be minimized by the construction of shade areas along the ferry. Emissions from the exhaust fumes will be controlled by using one engine at any particular time. The NOx .will comply with World Bank guidelines.
8. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Bailey Bridges Nigeria Ltd., proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.
9. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by Bailey Bridges Nigeria Ltd., and by conducting periodic supervision.
