Project Name AEF - South Africa-Dominos Pizza

1. This project involves the establishment of 10 Dominos corporate owned stores over the next two years. Total project cost is estimated at US$2.4 million of which AEF has been approached to provide a total financing of US$1.15 million (a loan of US$600,000 and equity financing of US$550,000).
2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of the appraisal of technical and environmental information submitted by the project sponsor and completed by IFC’s Environment Department staff. The key environmental, health and safety issues considered in this project include:
· liquid and solid waste disposal (including sewage disposal);
· power and water supply;
· vehicle maintenance (if applicable);
· CFCs;
· housekeeping and hygiene;
· general health and safety training; and
· fire protection.
The sponsor has presented plans to address these issues and demonstrate that the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.
3. The solid waste generated at the Dominos Pizza stores will consist mainly of dough and card board packages, which are biodegradable. The solid waste will be collected for proper final disposal. The store will only bake dough, and waste such as grease and oil will be kept to a minimal amount. Liquid and solid waste disposal will be in compliance with local requirements. All Domino Pizza stores will be connected to the municipal sewer system. The drainage system will comply with local authorities requirements of the South African Board of Standards 0400-1900.
4. Water for general use will be supplied by the municipality. The sponsor may use bottled water for the preparation of dough making, in the event that the water supplied by the municipality does not comply with Dominos Pizza standards required for mixing dough. The power will be supplied by the municipality in the form of gas and/or electricity.
5. The vehicle maintenance for Dominos Pizza will be provided by the vendor of the scooters. Store managers will be responsible for maintaining records on the vehicles and will determine maintenance schedules.
6. The cooling system at the existing Domino Pizza store uses a R-22 based cooling liquid, a transitional refrigerant acceptable under the Montreal Protocol. The new facilities will use CFC-free based refrigerants.
7. The sponsor will focus on hygiene and housekeeping through training programs. Employees will be trained in the appropriate method to clean the stores, to avoid any contamination of the food by chemical residues. Personal hygiene will be implemented to prevent the spread of bacterial and food borne illnesses.
8. The project has been deemed consistent and in compliance with local zoning laws, land use practices and local sanitation and environmental requirements. Prior site use did not involve practices that may have caused land contamination. No family or business relocation will be necessary.
9. The Dominos Pizza stores will be designed to meet the standards of the company and local authorities. The stores will be equipped with smoke detector systems, and fire extinguishers will be installed through out the store. Two fire escape exits will be designated at each store. The sponsors have committed that the project fire protection and life safety systems will meet World Bank guidelines.
10. The sponsor will train its employees in the areas of environment protection, health and safety. Drivers will be trained on issues of safety and precautions. The sponsor will comply with all World Bank guidelines for Health and Safety.
11. IFC will ensure ongoing compliance with World Bank environmental, health and safety policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by Dominos Pizza and by conducting periodic supervisions.
12. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of South Africa requirements, and World Bank policies, and environmental, health and safety guidelines.
