Project Name KENYA: Grain Bulk Handlers Limited (GBHL)

1. This project involves the construction and operation of a handling and storage terminal for dry bulk grains and fertilizers in Kenya. The facility will be situated on a 1.4 hectare leased site adjacent to the port of Mombasa with storage capacity of 67,200 tons for dry bulk and 18,000 tons for fertilizer.
2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment staff. The following potential environmental, health and safety impacts of the project were analyzed:
· air emissions and dust control;
· liquid effluents;
· spill control for stormwater run-off;
· solid waste management;
· hazardous materials handling and storage;
· protection of water resources;
· fire and explosion prevention;
· emergency response;
· employee training; and
· employee exposure to noise, hazardous materials, and dust.
The information provided by GBHL about how each of these potential impacts will be addressed in the development of the proposed project is summarized in the paragraphs that follow.
3. GBHL will implement a dust extraction system throughout the system of conveyors. The filters used will reduce the dust level to 12 milligrams per cubic meter per hour.
4. The solid waste generated at GBHL will be during the handling procedures, such as bagging and bulk load-out, the waste will be collected and disposed of at the town waste dump. During the equipment cleaning all water containing dust will pass through interceptors which will be cleaned as required by local requirements. GBHL expects to generate between 1,000 to 1,500 kg/month of waste from the interceptors, this waste will be collected by the Municipality and disposed of at the town waste dump at Kibirani.
5. The waste water produced during washing of platforms, and stormwater runoff will pass through a septic tank, and grease traps before being discharge into the council drainage system for final treatment.
6. GBHL will not store on site any chemicals or hazardous material. Fertilizers will be stored on site for transit purposes. An underground diesel storage tank with capacity of 20,000 liters will be installed on site by CALTEX Kenya Ltd. The tank will be regulated according to the civil regulations applied to gasoline stations. The tank will be provided with a concrete secondary containment structure which will include an outlet to a manhole in order to monitor any potential leakage. All other oils and greases will be stored in the workshop area with appropriate secondary containment. The sponsor will have two diesel generators with a capacity of 600 Kva each, located in the operations area.
7. The water supply for the fire fighting equipment will be supplied by a firewater ring main fitted to fire hydrants. The location of the fire hydrants will be according to fire fighting department recommendations. Fire extinguishers will be located throughout the facility potential risk areas.
8. GBHL has an extensive occupational, health and safety training programs for its employees, which includes general safety, use of fire fighting equipment, first aid, electrical work, and confined space entry. GBHL will appoint a safety and training officer to oversee the training programs and implementation. The facility will be subject to all local health and safety regulations and will be inspected by all authorities periodically.
9. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that GBHL proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.
10. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by GBHL and by conducting periodic supervision.
