1. Professional Technical Services (PTS) was established in 1994 to manufacture and assemble vehicle spare parts, but is yet to be operational. PTS will pioneer the re-manufacture of constant velocity joints (popularly known as CV-joints) in the country for front wheel drive vehicles. This project involves the acquisition and installation of a reconditioned precision constant velocity grinding equipment. The equipment has an installed capacity of 34 CV-joints per 8 hour shift. Total project cost is estimated at US$270,000 of which AEF has been approached to provide a venture loan of US$288,000 to support the investment.

2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of the appraisal of technical and environmental information submitted by the project sponsor and completed by IFC’s Environment Department staff. The key environmental, health and safety issues considered in this project include:

· chemical use and handling;
· liquid and solid waste disposal;
· hazardous materials;
· workplace air emissions;
· employee safety and training; and
· fire prevention and emergency preparedness

The sponsor has presented plans to address these issues and demonstrate that the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.

3. All chemicals used in the manufacture operation will be recycled. The waste materials will be collected and stored in sealed containers on site with proper identification label. The waste will be disposed of by waste management company according to local laws and regulations.

4. The grinding metal material generated during the re-grinding process by a sieve and magnet system, which separates this waste from the rest of the oil will be collected, stored and disposed of by a waste management company. The used ball bearings will be recycled and the rejected joints will be returned to the customer. The abandoned joints will be disposed of by the waste management company or recycled. The used oil and grease will be stored on site in barrels and disposed by the waste management company.

5. The grinding machinery will be equipped with an oil tank capable of holding 55 gallons of hydrocarbon-based coolant grinding oil. Attached to the oil tank is a 1.5 horsepower seven stage centrifugal pump with a capacity of 20 GPH at 60 psi. Oil flows from the pump through a flexible hose to the grinding cabinet where it is directed onto the work piece by a set of four nozzles whose positions are adjustable. Prior to draining the oil into the tank, all the oil passes through a filter bag rated at 120 micron. The PTS machinery will be equipped with an oil mist removal system which operates on a vacuum-centrifuge principle to separate oil mist from the air inside the grinding cabinet. This system is used to prevent oil mist from escaping from the cabinet when the glass door is opened following the end of the grinding cycle. The system is 100% efficient in the removal of oil mist particles of 0.8 microns and larger, and 85% efficient at the removal of particles of 0.5 microns.

6. PTS plant and machinery will be equipped with full safety features. The grinding cabinet will be equipped with a large and accessible red emergency stop switch which will immediately halt the operation of the machine. Electrical push buttons will be color coded for easy access. Oil pump will not operate if the grinding cabinet sliding door is still open. The high voltage transformers will be enclosed in a steel cage to prevent employees contact with it, and the power line to the oil pump motor and oil mist removal motor will be enclosed in a flexible conduit.

7 PTS will provide its employees with protective equipment suitable for the different activities at the plant. The employees will be trained in safety procedures, including fire drills and preparedness. Fire extinguishers will be installed throughout the facility, and provisions for fire exits and evacuation sites will be stipulated. PTS will implement operational, health and safety measures with local consultants. The sponsor will provide adequate in-service training on health and safety issues by local authorities and appropriate specialist.

8. IFC will ensure ongoing compliance with World Bank environmental, health and safety policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by PTS and by conducting periodic supervisions.

9. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Ghana requirements, and World Bank policies, and environmental, health and safety guidelines.
