Project Name SEF-MALI: Timbuktu Trading & Transport

1. This project involves the acquisition of eight used trucks (seven tankers of 40,000 liters each and one tanker of 30,000) to transport petroleum products from Cote d’ Ivoire to Mali. The project will be located in Bamako on a 6,000 square meters rented land, outside residential areas. Timbuktu Trading & Transport (3T), major customers will be the subsidiaries of well know multinationals such as Elf, Mobil, Shell and Total.
2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of the project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment staff. The following potential environmental, health and safety impacts of the project were analyzed:
· oil/fuel storage and spill prevention;
· disposal and recycling of used fluids and oils;
· vehicle emissions and safety; and
· employee training and fire protection.
The information provided by 3T’s about how each of these potential impacts will be addressed in the development of the proposed project is summarized in the paragraphs that follow.
3. The sponsor does not storage any petroleum or hazardous products on site. The tankers will be certified by French standards for spill prevention (APAVE). The tankers will undergo inspection by local authorities (Metal Soudan) every two years, however, the sponsor will inspect the tankers for corrosion and leaks in a regular basis.
4. The sponsor will perform the change of oil and fluids on their tankers at a local gas station. Oil and used fluids will be collected and sold to construction companies, vehicles and machinery owners and some factories.
5. The sponsor will follow European standards for the transportation of hazardous products. The tankers will carry at all times the following items; fire extinguisher for the truck engine, a back-up system in the truck cabin to stop the engine in case of a direct contact of engine with gas at the refinery, a specially designed exhaust pipe to prevent formation of sparks and a certificate for spill prevention which will be renewed every two years.
6. The sponsor will train and certify one of its employees in France to receive the APTH certificate (Attestation pour le transport des hydrocarbures). This employee will train the remainder of the drives on issues of safety, and spill prevention for the transport of petroleum products. Employees will also be trained on first aids. The sponsor will also provide courses on reading and writing for illiterate employees.
7. The maintenance of vehicles is provided in two stages. The first stage is a visual survey of the vehicles and it will be performed after each trip of about 2500 km, this inspection will check lights, brakes, tires and vehicle body. The second stage includes a general maintenance which will be performed after two trips. During the general maintenance the engine oil will be changed as well as air filters. The tires will be removed to check the rolling mechanism of the wheels. The electrical circuit of the tankers will be thoroughly inspected by a qualified electrician. Empty tankers will be stationed on site, and tankers containing petroleum products will be stationed at the main hydrocarbon storage area in the industrial sector of Bamako. The storage area is operated by Mobil Oil.
4. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Timbuktu Trading & Transport (3T’s) proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.
5. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by 3T’s and by conducting periodic supervision.
