1. This project involves an equity investment in Plantation Timber Products Holdings (PTP Holdings), a corporate management entity which comprises three operational components: PTP Leshan, PTP Hubei, and PTP ChongQing. The IFC has, or is considering, separate investments in each of these three medium density fiberboard (MDF) manufacturing plants, and is consequently participating in appraisals of each under the environmental review process.

2. This corporate investment is designated as a category B project in order to ensure that environmental and occupational health and safety issues are addressed at the corporate level, and, in fact, integrated into PTP Holding’s general business functions. Although each of the three PTP operating companies are responsible and accountable for their environmental, health, and safety (EH&S) performance, the corporate function should provide overall policy, direction, and oversight for EH&S matters. The IFC, therefore, is requiring that PTP Holdings develop an appropriate corporate environmental management system (EMS) which includes written EH&S policies, as well as the procedures for ensuring that these policies are put into effect. An EMS should have the following components:
· strategic environmental review;
· policies and objectives;
· an action plan to achieve those objectives (including documented procedures);
· performance monitoring against established targets;
· appropriate reporting of results; and
· management review and improvement process.
The sponsor has initiated the development of a corporate EMS program, and IFC’s Technical and Environment Department has been engaged in reviewing information and advising PTP accordingly. The status of the development of the program is summarized below.

3. In the course of developing its three operating units at Leshan, Hubei, and ChongQing, PTP Holdings necessarily completed an assessment of the environmental impacts of their operations. PTP Holdings also understands the legal obligations for regulatory compliance at each of the facilities. Consequently, a strategic environmental review has been satisfactorily completed.

4. PTP Holdings has developed a corporate environmental mission statement. It includes a commitment to environmental improvement and the goal of sustainable development. PTP Holdings’ business approach relies on establishing local forestry plantation partnerships with growers that share compatible environmental and commercial values. PTP Holdings’ industrial processes combine an attentiveness toward maximizing operating efficiencies with environmental “friendliness” and a bias for waste minimization. Finally, PTP Holdings management believes in the necessity to understand and respect the extended community in which it operates in order to ensure long-term success.

5. PTP Holdings should now translate these broad environmental objectives into specific performance targets, with specific indicators of measurable results. In developing performance indicators, PTP Holdings should focus on the key environmental aspects of its operations -- that is, the issues of wood supply, energy use, dust and particulate emissions, process effluent discharges, waste recycling, and UF resin storage and handling. Specific actions to achieve these must be designed and implemented. Environmental procedures for each operation must be detailed and documented so that environmental concerns become part of business operations.

6. PTP Holdings should create a system for monitoring performance against the aforementioned targets. Its detail and frequency should be appropriate for management purposes, and it should be incorporated as far as possible into routine operations monitoring.

7. Monitoring data which has been collected should be summarized and presented as management information, providing a documented record of success in moving towards the overall objectives.

8. There should be a formal stage in the EMS where senior management review performance against plan, learn from the information derived from the EMS, and make adjustments to the policy or to the action plan as necessary that take into account new considerations or organizational learning. PTP Holdings may wish, at some point, to consider certification of their EMS through the International Standards Organization (ISO) or some other equivalent authorized standard setting organization.

9. PTP Holdings has indicated its commitment to the concept of development of a comprehensive environmental management framework, and IFC’s Technical and Environment Department will provide advice in this regard, as required. IFC will monitor progress with the above described requirements over the next two years by evaluating reports submitted periodically to IFC by PTP Holdings and by conducting periodic EMS audits.
