Project Name SEF - SENEGAL: Nouvelles Brasseries Africaines (NBA)

1. This project, which is being financed through the Small Enterprise Fund, involves the expansion of the NBA in order to increase production capacity from 7,000 liters to 17,000 liters per hour. The additional investments include a 10,000 bottle per hour filling chain, construction of a water storage tank, purchase of refrigerated display cabinets for selected distributors, acquisition of power generators and delivery trucks, and improvements to the computerized information system. It will help the company reduce its unit fixed costs, and consolidate its position in the Senegalese soft drink market.
2. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The following potential environmental, health and safety impacts of the project were analyzed:
· water and power supply;
· treatment and discharge of liquid wastes;
· handling, storage and disposal and/or reuse of solid waste;
· use of CFC for refrigeration;
· plant hygiene and housekeeping;
· workers safety and training;
· employee exposure to dust, heat, and noise; and
· fire prevention and emergency evacuation.
3. The sponsor has submitted a plan addressing the key issues listed above. Key
elements of this plan and proposed measures to address environmental, health and safety issues
are summarized below.
4. Water supply will be from the existing SDE water company system from the national grid. Power supply will come from the existing National Electricity Company (SENELEC).
5. Effluent from bottling process containing caustic soda will be treated biologically in a lagoon. NBA anticipates that the effluent, prior to release, will have pH, Temperature, BOD and bacteriological content levels within the stipulated World Bank limits. Sanitary wastewater will be discharged into the municipal sewerage system. Two local laboratories will undertake, on a regular basis, sampling and analysis, under the supervision of the respective government agency (Direction Nationale de l’Environnement).
6. Most of the solid waste is glass breakage which will be recycled by the bottle manufacturer, the remainder will be disposed in a municipal landfill.
7. Cold storage will utilize an R-22 based cooling liquid, which is a transitional refrigerant acceptable under the Montreal Protocol. New facilities will be CFC-free, and existing equipment will be gradually phased out as per Senegal''s commitments under the Montreal Protocol.
8. The company maintains fire fighting equipment at all operations, and employees will be trained and periodically drilled in emergency response and evacuation procedures. The plant will be equipped with fire extinguisers, emergency first aid kits and a proper ventilation system. The Fire Department of Dakar will inspect NBA on a regular basis.
9. NBA management will seek to maintain the strictest standards of plant
hygiene, and will follow good housekeeping measures. All employees will be provided with
protective clothing and equipment, and training in safe work habits will be mandatory.
Regular occupational health and safety training and awareness programs will be implemented. Employee exposure to heat will be controlled with adequate ventilation, and noise levels will be
within safe limits.
10. Based on it''s review of the environmental information submitted by NBA,
IFC concludes that the proposed project is being designed to meet applicable Government of
Senegal requirements, and World Bank policies, and environmental, health and safety guidelines.
IFC will monitor ongoing compliance with World Bank policies and guidelines during the life
of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by
conducting, periodic site reviews during project supervision.
