Environmental Review Summary (ERS)

Project Name AEF/Nigeria: Andchristie Company Limited (ACL)

1. This project involves the establishment of a public (card) pay phone network in Lagos State. A total of 100 telephones will be installed in strategic locations, equipment will be supplied from South Africa. Total project cost is estimated at US$418,000 of which AEF has been approached to provide a loan of US$168,000.

2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of the appraisal of technical and environmental information submitted by the project sponsor and completed by IFC’s Environment Department staff. The key environmental, health and safety issues considered in this project include:

· wireline right-of-way;
· waste disposal;
· PCBs;
· employee safety and training; and
· office fire protection measures.

The sponsor has presented plans to address these issues and demonstrate that the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.

3. Andchristie Company Limited, will almost exclusively receive its network of phones lines from the national carrier, Nigerian Telecommunications Plc. (NITEL). Their lines will be delivered as either card phone lines or individual subscriber lines using existing cable networks. Andschristie Co. Ltd., does not have plans for land acquisition, or creation of any new right-of-way access.

4. ACL will receive its components and equipment used in its operation from suppliers in South Africa. ACL will not handle or produce any hazardous materials or radioactive substances. Harmful solid or liquid wastes will not be produced, stored or release to the environment.

5. ACL, does not currently have nor will it install electrical equipment containing PCBs.

6. ACL worker safety programs are designed to comply with World Bank health and safety requirements and relate to training and provision of personal protective equipment. ACL has developed training programs for all levels of staff, including in-house training for old and new employees, training agreements with equipment suppliers and short courses on diverse management and engineering issues.

7 The sponsor will annually submit to IFC a monitoring report outlining the environmental performance of the project.

8. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Nigeria requirements, and World Bank policies, and environmental, health and safety guidelines.

IFC supports its clients in addressing environmental and social issues arising from their business activities by requiring its real sector clients to set up and administer appropriate grievance mechanisms and/or procedures to address complaints from Affected Communities in relation to environmental and social issues arising from IFC's clients' business activities. Since 2012, IFC's Financial Intermediary clients applying the Performance Standards are required to develop External Communications Mechanisms to receive and review inquiries or complaints from any interested party regarding the E&S risks and impacts of their operations.

For IFC projects that are active or under consideration, individual(s), or their authorized representative(s), who allege they have been or will be adversely affected by E&S risks or impacts arising from IFC's clients' business activities, may submit a complaint to IFC directly for consideration. When receiving an E&S complaint, IFC engages with complainants and works with its clients to find solutions to E&S concerns as quickly and efficiently as possible.

IFC complaint response is separate from and complementary to IFC’s clients’ project level grievance mechanisms and IFC’s Independent Accountability Mechanism (CAO). Lodging a complaint directly with IFC does not, at any time, restrict access to CAO.

Affected communities have unrestricted access to the Compliance Advisor Ombudsman (CAO), the independent accountability mechanism for IFC and MIGA. CAO facilitates the resolution of complaints related to IFC and MIGA projects and sub-projects, undertakes reviews of IFC’s and MIGA’s environmental and social compliance, fosters public accountability for their commitments, and enhances the environmental and social performance of IFC and MIGA.

Independent of IFC and MIGA management and reporting directly to the IFC and MIGA Boards of Executive Directors, CAO helps resolve issues raised about the environmental and social impacts of projects through a neutral, collaborative, problem-solving approach via its Dispute Resolution function. It also reviews IFC’s and MIGA’s compliance with environmental and social policies, assesses related harm, and recommends remedial actions through its Compliance function. Additionally, CAO provides advice to IFC, MIGA, and their Boards to enhance environmental and social sustainability performance and minimize the risk of harm.

Complaints may relate to environmental and social harm regarding any aspect of the planning, implementation, or impact of a project or sub-project, and can be made by any individual, group, community, entity, or other party affected or likely to be affected by the environmental or social impacts of an IFC- or MIGA-financed business activity.
