1. The project involves the construction and operation of a greenfield paper conversion plant for production of corrugated board and boxes in Sfantu Gheorghe in the southern part of Transylvania in Romania. The design capacity of the plant is expected to be 20,000 tons per year (tpy), which will be expanded to 30,000 tpy in a second phase of the project. The facility will be located on a 4 hectare site, which was previously used for agricultural purposes. The site has good access to existing transportation net works and electrical power.
2. The Sponsor is DUNAPACK Paper and Packaging Materials Ltd of Hungary. Dunapack is the largest producer of paper and packaging materials in Hungary. Dunapack is 100% owned by the Austrian Prinzhorn Group. Dunapack will provide training, managerial and technical support to the Romanian operation during the initial years of operation. The Sponsor will provide most of the raw materials from it’s existing paper making operations in Hungary.
3. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor The key environmental, health and safety issues considered in this project include:
· liquid effluents;
· employee safety during construction;
· employee exposure to noise and chemicals; and
· fire prevention and life safety, including emergency response.
4. The project site was previously classified as agricultural land. Water is accessible on site and will be accessed through the connection to the municipal supply system which is adjacent to the site. The facility development includes the construction of water purification, waste water treatment and recycling systems. Waste water including treated process water and domestic sewage will be discharged to the Sfantu Gheorghe sewage treatment plant.
5. The boiler system and process drying will be fired with fuel oil. The boiler specifications will be selected to ensure the operation achieves World Bank air emission guidelines. Electrical energy will be provided through a connection to the existing grid.
6. Rambox will adopt the parent companies’ environmental operating policies which reflect a strong commitment to compliance with legislation, regulations and corporate environmental standards. Rambox will recycle all production waste which will be baled and shipped to paper mills for use in the production of paper. Dunapack’s environmental management system is well defined and should allow Rambox to meet or exceed the environmental requirements.
7. Employees will be trained to ensure safe working practices including orientation for emergency response situations. Noise levels in the production facility will be at levels requiring the use of mandatory hearing protection. Dunapack will conduct training programs and monitor the use of safety equipment to ensure compliance.
8. Provisions for fire protection and prevention in the new facilities will comply with World Bank guidelines. This will include alarm and sprinkler systems, smoke detectors, hydrant systems, fire evacuation plans and training of a fire brigade.
9. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by Rambox and by conducting periodic supervision.
10. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes the proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.
