1. This project involves the conversion of a UNDP guest house, on Lagos Island, into a 42 room five star hotel. The hotel will have a conference center, restaurant, swimming pool and gymnasium.
2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of the appraisal of technical and environmental information submitted by the project sponsor and completed by IFC’s Environment Department staff. The key environmental, health and safety issues considered in this project include:
· sewage treatment\disposal;
· liquid and solid waste;
· CFC-free cold storage and air conditioning;
· fire safety measures; and
· employee training and general safety.
The sponsor has presented plans to address these issues and demonstrate that the proposed project will comply with applicable governmental and World Bank requirements. The information provided about how these potential impacts are addressed in the development of the project is summarized in the paragraphs that follow.
3. The hotel sewage waste will be disposed of in septic tanks with soakage pits, evenly placed around the building. This is in accordance with the Lagos City Council Building bylaws which establishes the capacities and methods of treatment. The sponsor will hire a private contractor to collect the liquid and solid waste for proper disposal according to local laws and regulations. No hazardous wastes will be generated.
4. Water for general use will be supplied by a bore hole which has its own treatment plant that will further treat the water to obtain potable water. The water quality will meet World Health Organization requirements and guidelines. The electrical power for the hotel will be supplied by standby generators, that will be serviced on a regular basis. The generators will be powered by Diesel fuel . The tank containing the Diesel will be stored underground within a barrier with cover and inspection manholes.
5. The hotel''s air conditioning system and refrigeration facilities will not use CFC-based refrigerants in its compressors, thereby complying with World Bank guidelines.
6. The project has been deemed consistent and in compliance with local zoning laws, land use practices and local sanitation and environmental requirements. Prior site use did not involve practices that may have caused land contamination. No family or business relocation will be necessary.
7. The hotel building will meet relevant French Standards for heat and smoke detection, alarms and fire fighting. Fire escape routes for the evacuation of occupants have been provided in accordance with French standards. Powder extinguishers will be also installed and, placed according to the fire department recommendations. Smoke detector system will be installed in all guest rooms, corridors, and all public areas. Emergency lighting and exit signs will be provided in all public areas. Sprinklers will be installed in public areas such as the lobby, meeting rooms, and every guest room in the building. The fire protection and life safety systems will meet World Bank guidelines.
8. The sponsor has developed an emergency response and evacuation plan. The plan will address emergency response coordination with local authorities, personnel training and regular drills to address emergency situations of various magnitudes. The sponsor will comply with all World Bank guidelines for Health and Safety.
9. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Nigeria requirements, and World Bank policies, and environmental, health and safety guidelines.
