1. This project, which is being financed through the Africa Enterprise Fund, involves the expansion and capacity integration of the current production of the largest poultry operation in Mauritania, located near Nouakchott. The company will inhance production of broilers and layers through building, expansion and rehabilitation of their three facilities, including installing a modern slaughter house and cold storage rooms. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The following potential environmental, health and safety impacts of the project were analyzed:
• liquid and solid waste disposal;
• effluent treatment;
• water supply and use;
• CFC-free cold storage;
• plant hygiene and housekeeping;
• employee exposure to dust and heat;
• employee safety and training; and
• fire prevention.
2. The sponsor has submitted a plan addressing the key issues listed above. Key elements of this plan and proposed measures to address environmental, health and safety issues are summarized below.
3. Liquid effluent from all operations will be filtered prior to disposal via filtration and soakaway. Blood will be removed from the slaughter house trough a special tank, and then sent to a treatment plant. Sanitary effluent will be discharged into septic tanks which will then discharge into a subsurface filtration system. CODIPAL anticipates that the wastewater, prior to entering the septic tanks, will have BOD and TSS levels within the stipulated World Bank limits. A national laboratory (MDRE) will undertake, on a regular basis sampling and analysis. The potential for contamination of nearby ground or surface waters is minimal, as there are no wells nearby, groundwater is deep and surface water is far away.
4. Most of the solid wastes are either biodegradable or will be recycled. The remainer will be collected mainly from the slaughter house and then take to a sanitary landfill.
5. All water supply is either from existing wells or the national grid, therefore problems associated with impacts on other users and local water supply are not anticipated. The majority of water consumed on site will be drinking water for birds, with an average consumption of 16,500 liters per day.
6. Although existing cold storage facilities are CFC based, the new cold storage equipment that CODIPAL will acquire as part of expansion will be CFC-free. Existing equipment will be gradually phased out as per Mauritania’s commitments under the Montreal Protocol.
7. CODIPAL management will seek to maintain the strictest standards of plant hygiene and will follow good house keeping measures. All employees will be provided with protective clothing and equipment, and training in safe work habits will be mandatory. Employee exposure to heat will be controlled with adequate ventilation, and noise levels will be within safe limits. The company maintains fire fighting equipment at all operations, and employees will be trained and periodically drilled in emergency response and evacuation procedures.
8. Based on it’s review of the environmental information submitted by CODIPAL, IFC concludes that the proposed project is being designed to meet applicable Government of Mauritania requirements, and World Bank policies, and environmental, health and safety guidelines. IFC will monitor ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
