1. Agricultural Development Co. is a poultry broiler and layer operation in Lebanon. This project consists of a significant upgrading and expansion of the operation to establish a fully integrated broiler meat production facility. The expansion program includes rehabilitation and expansion of ADC’s existing broiler operations, which currently includes three broiler parent farms, a modern hatchery and a feed plant. The expansion includes, besides rehabilitation of existing facilities, construction of eight broiler farms, setup of an administration and service center, construction of a meat processing plant, and setup of a distribution and sales center. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria.
2. The review of this project consisted of information submitted by the project sponsor and the technical appraisal and site review completed by IFC’s Agribusiness Department staff. The following potential environmental, health and safety impacts of this project were analyzed:
· site selection;
· air emissions;
· liquid effluent treatment;
· solid waste disposal or recycling;
· fire and explosion prevention;
· equipment guarding; and
· employee exposure to noise and dust.
Information provided on how these potential impacts would be addressed in the project is summarized below.
3. The farms will be sited to comply with the Ministry of Public Works’ General Department of Civil Planning conditions for distances and setbacks from roads, residences, natural features and other infrastructure, which will avoid land use conflicts.
4. Air emissions from the breeder houses and hatchery are minimal and will comply with both local requirements and World Bank guidelines. Dust in the feed mill will be controlled through use of dust collectors and filters to be installed as part of the rehabilitation of this facility. The exhaust stream from the rendering process at the processing plant will be combusted using afterburners to eliminate nuisance odors.
5. Organic waste from the farms will be collected and composted for use as fertilizer. The farms will generate minor amounts of wastewater from periodic washing, which will be discharged to septic tank systems along with any sanitary wastes, as required by Ministry of Health regulations. In the processing plant, slaughtering waste including feathers and viscera will be treated in a rendering plant through cooking and grinding to produce an organic product for use in animal feed. The wastewater treatment system for the processing facility includes both physical pretreatment, including screening and flotation, and biological treatment in an activated sludge plant with denitrification and aeration. The wastewater treatment system will be integrated into the plant design. Effluent from the treatment system will meet both local requirements and World Bank guidelines and will be discharged to local surface water channels.
6. An emergency response program will be developed to cover fire fighting equipment, smoke detection systems and alarms. Training has already been initiated at the existing facilities. Protection devices will be included for all electric motors at all facilities. Proper ventilation, heating and cooling equipment will be provided in all cases. Cooling equipment will be CFC-free as required for compliance with World Bank guidelines.
7. IFC will ensure ongoing compliance with World Bank environmental, health and safety policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by ADC, and by conducting periodic supervision.
8. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that ADC’s proposed project will meet World Bank environmental, health and safety policies and guidelines, and host country requirements.
