1. Owens-Corning and Mahindra & Mahindra have formed a joint venture to build and operate a new fiberglass reinforcements plant near Taloja, Maharashtra State. The factory will produce glass fiber for composites, and will include glass batch melting, fiber forming, processing, size curing, and product packaging. Production initially is expected to be 30,000 mt/yr of glass fibers in the form of chopped strands, chopped strand mats, and rovings. A second phase of development will bring production to 90,000 mt/yr. This is a category B project according to IFC''s environmental review procedure because a limited number of specific impacts may result which can be avoided or mitigated by adhering to generally recognized environmental performance standards, guidelines, or design criteria.

2. Environmental and occupational health and safety issues that were of particular concern during IFC’s environmental review of this project included:

· land use modification;
· air emissions;
· liquid effluents;
· solid waste management;
· worker exposure to fibrous glass dust and hot materials and surfaces; and
· handling and storage of resins and other hazardous or flammable materials.

The following is a summary of IFC’s findings during the course of its environmental review. Primary sources of information include an Environmental Information Report prepared by Owens-Corning, Owens-Corning’s Global Environmental Standards, and a visit of existing Owens-Corning’s operations by IFC staff and engineering consultants.

3. The project site is currently vacant land within an existing industrial estate for chemical manufacturing. The site is well removed from areas of concentrated population and ecologically sensitive areas. Land use modification is therefore not significant.

4. Owens-Corning is the majority owner and will operate the facility. Owens-Corning has a corporate commitment to achieve the goal of maintaining one standard of environmental performance in all of its operations world-wide. As a result, the plant incorporates design and equipment for pollution control that are comparable to similar Owens-Corning glass fiber reinforcement plants in South Carolina and Tennessee (USA). The proposed facility is state-of-the-art with proprietary technology on batch formulation which will help reduce stack emissions of fluoride from those associated with typical borosilicate glass formula. Electrical boosting of the smelter is also planned, which will further reduce emissions of particulates, NOx, and SO2. Initially it was intended that natural gas would be the primary fuel source. However, further investigation indicates that sufficient natural gas supply is not available to this industrial estate. Thus, heavy oil will be used to fire the glass furnace. As a worst case, fuel containing 1.2% sulfur could be used, producing SO2 emissions of 931 mg/Nm3 from the melter. A more likely scenario is that the fuel will likely to be on the order of 0.5% sulfur. Particulate emissions from the furnace and forehearth are expected to range from 90 to 130 mg/Nm3. Dust collectors are included in the project design for the batch area.

5. Industrial wastewater treatment will include neutralization, chemical coagulation and flocculation, primary sedimentation, and activated sludge treatment. The small volume of sanitary waste for a staff of about 200 will be disinfected with UV light, aerated, and discharged with the industrial process wastewater stream. Treated wastewater effluent is expected to average 15 mg/l TSS, 5 mg/l BOD, 1 mg/l fluorides (as F), 1 mg/l boron (as B), and a pH of 6.5 to 7.5.

6. Waste minimization programs, and recycling and reclamation of byproducts, are incorporated into project design. A shredder will be used to prepare waste fiberglass material for sale or for reuse as raw materials as appropriate. Sludge from the wastewater treatment system will be removed with a filter press and deposited at a landfill.

7. Owens-Corning’s routine project management approach is being used to minimize safety, health, and environmental hazards and accidents throughout all phases of the project from design to manufacturing. “Fitness-for-Use” design criteria are incorporated in pre-design planning for safety considerations. A multi-disciplinary team is tasked with an Engineering Design Safety Review to facilitate project planning and resolve any outstanding safety-related concerns. A Safety Walk-Down is carried out before the plant begins operation. Owens-Corning’s Global Personal Protective Equipment Standard will be followed and enforced in plant operations. The only process areas anticipated to require personal respirators are batch transfer and mixing areas, where such equipment is required as a prudent precaution against exposure to accidental releases of crystalline silica, burnt lime, and other particulates. All powder material transfer points will be equipped with local exhaust ventilation connected to a dust collector, which will significantly reduce the risk of exposure.

8. All major batch materials will be received in 1-mt woven polyester bags. Minor batch ingredients will be received in 10 to 50 kg bags. The storage, use, and handling of all raw materials, including resins and other hazardous or flammable materials, will be in strict compliance with established procedures followed at Owens-Corning operations worldwide. The primary chemical safety hazard at the facility is associated with handling and storage of flammable and combustible materials such as alcohols during the mixing of binders and sizers. NFPA 30 is being used as a design guideline for storage and handling of these materials. Separate storage warehouses for drums and containers of binder ingredients will be provided, and the binder room will be equipped with sprinklers. The binder room will also have a local exhaust system installed on binder mixing tanks to control volatile vapors.

9. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of India and local requirements, and World Bank policies, and environmental, health and safety guidelines. IFC will monitor ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating environmental performance reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
