Project Name TURKEY - ELDOR ELECTRONICS TURKEY AS

1. This project is a Turkish subsidiary of Eldor Italy for the manufacture of sophisticated electronic wire wound components--fly-back transformers (FBT) and switch-mode transformers (SMT)--which are used in TV sets and computer monitors. Eldor-Italy is the largest independent manufacturer of these components in Europe. Production from the plant will service both local and export markets. Eldor-Turkey has implemented the project in Turkey on a limited basis in rented premises. The proposed project will increase the number of production lines from one FBT line at present to a total of two FBT lines and four SMT lines. Production facilities will be relocated to a new 10,000 m2 factory on two levels in the industrial estate near Istanbul. Staffing will increase from the present 70 to around 170 persons when all lines are in operation. The facilities of Eldor-Turkey will be constructed to Italian environmental requirements, which meet or exceed the requirements of the European Community and the World Bank guidelines.
2. The manufacturing processes are similar for both FBTs and SMTs. Wire is first wound automatically on plastic spools in a specific configuration for each application. Connections are soldered, other components are inserted, and each assembly is cleaned and inspected. Each assembly is then inserted in a plastic cup, which is then filled with epoxy resin and oven cured. To lessen environmental impacts from its operations, Eldor-Turkey uses a hot water bath for washing the transformer parts (older processes use freon for cleaning) and new “green” epoxy resins from Ciba-Giegy which emit less organic vapors during curing than previous resins.
3. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment Department staff. The following potential environmental, health and safety impacts of the project were analyzed:
· air emissions and workplace air quality;
· waste disposal;
· fire prevention; and
· employee exposure to noise.
The information provided about how these potential impacts are addressed in the development of the proposed project is summarized in the paragraphs that follow.
4. There are no major sources of emissions from the production processes. Minor gaseous and dust emissions from resin stamping, resin curing and welding will be removed from the workplace via exhaust vents. The project uses modern chlorofluorcarbon (CFC) free washing technology and environmentally appropriate epoxy resins.
5. Industrial wastes will be recycled where possible. Remaining materials will be containerized and removed by companies specialized in the treatment, transportation and disposal of wastes. These wastes annually include 100 to 600 kilograms each of spent solvents, nitrous dilute, methylene chloride, emulsified oil, chlorothene and lubricating oil, 5,000 kilograms of machine cooling water, and domestic trash.
6. Resin will be prepared in a closed cycle, thereby reducing risk of explosion from explosive materials and mixtures. Raw materials will be stored in proper containers in a warehouse of concrete construction. Fire alarms, fire extinguishers and exit doors will be installed in all work areas.
7. Based on measurements taken at the company’s other plants, workplace noise levels are not expected to exceed 80 dBA, which is below the World Bank’s 85 dBA threshold for mandatory hearing protection.
8. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Turkey requirements, and World Bank policies, and environmental, health and safety guidelines.
9. IFC will monitor Eldor’s ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
