1. The Sisecam Group has asked IFC to help finance a US$334 million investment program for 1995/96. IFC’s proposed US$70 million loan would assist in financing the expansion and modernization of four Sisecam companies (Trakya, Anadolu Cam, Kirklareli, and Cam Elyaf) involved in various glass manufacturing processes as well as the construction of a 27 MW cogeneration power plant.

2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided and mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising the technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment Department staff. The following potential environmental, health and safety impacts of the project were analyzed:

· air emissions;
· liquid effluent;
· waste management; and
· occupational health and safety.

The information provided about how these potential impacts are addressed in the development of the proposed project is summarized in the paragraphs that follow.

3. Trakya will install a float glass line with a capacity of 215,000 tons per year (tpy) of flat glass at a new site within an existing industrial park, approximately 20 kilometers from the port of Mersin. This project will burn No. 6 fuel oil. Waste gases of the float furnace will be treated with a flue gas desulphurization unit as well as an electrostatic precipitator (ESP). Treated waste gas will be used in a waste heat boiler. The project includes a separate biological (activated sludge process) wastewater treatment plant although the industrial park plans on installing a centralized biological wastewater treatment plant in the future. Solid wastes are either recycled or disposed of in a licensed local facility. In the sand and batch preparation plants, several dedusting units will be installed in order to keep workplace air quality at the required levels.

4. At their existing sites approximately seven kilometers from Trakya both Anadolu Cam and Kirklareli will expand their existing facilities. Anadolu Cam will add a 300 tpd glass furnace to expand its glass bottle production capacity while Kirklareli will add a new glassware facility with a capacity of 315 million pieces per year which will include two new furnaces and six new production lines. Both companies will use No. 6 fuel oil in these expansions which is the existing fuel at the current Anadolu Cam operation. However, the companies, by December 31, 1999, will either switch to natural gas which is anticipated to arrive in the area by that time or introduce measures to bring the respective air emissions into compliance with European Union requirements at that time. (The anticipated start-up dates for the Anadolu Cam glass bottle line and the Kirklareli glassware facility are January 31, 1997 and May 31, 1996 respectively.) The existing biological wastewater treatment plant of Anadolu Cam will be capable of handling the domestic wastewater from both of the new plants. Kirklareli will add two new wastewater treatment facilities to handle cooling and plating wastewater from its new glassware facility. Both facilities dispose of sludge and domestic waste in a licensed municipal facility while used mineral oils are recycled as fuel and Kirklareli recycles cullet. This practice will be continued for the two expansions. Noise abatement measures are included at both facilities while filters and ventilation will be used to reduce particulate matter and vapors.

5. Cam Elyaf will add a new glass fibre production line with a capacity of 30,000 tpy to its existing facility in the Istanbul area. This facility will be fuelled by natural gas, which is already generally available in the Istanbul area. Bag filters will be installed at raw material silos and the batch preparation unit to control particulates. The existing wastewater treatment system has sufficient capacity to treat wastewater from this new line. Chemical sludge is disposed in a municipal facility while cullet and batchhouse dust are recycled. These practices will be used for the new glass fibre line. Noise abatement and ventilation measures at the existing lines will be extended to the new line.

6. The 27 MW cogeneration power plant will be constructed near the town of Kirklareli, Thrace Region, and it will supply power to three adjacent existing Sisecam manufacturing plants. The plant will be fuelled by natural gas and employ low NOx burners. Domestic wastewater will be treated at an existing wastewater treatment plant at one of the adjacent Sisecam manufacturing plants. The only solid wastes generated (used mineral oils) will be sold in accordance with existing practice at the three adjacent Sisecam manufacturing plants. Design of the project includes noise abatement measures.

7. Based on its review of the available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet the Government of Turkey requirements, and World Bank environmental, health and safety guidelines and policies.

8. IFC will monitor Sisecam’s ongoing compliance with World Bank guidelines and policies during the life of the project by evaluating environmental reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
