1. This project, which is being financed through the Africa Enterprise Fund, involves the establishment of a mosquito coil manufacturing plant in Tema to substitute for coils currently being imported by Antelope. Mosquito coils are an insecticide impregnated incense which, by repelling mosquitoes, act as a cost effective malaria preventative. There is no recorded evidence that the coils are harmful, in normal usage, to humans. Coil production at full capacity after three years is planned at 41 million double coils per year. Total employment is estimated at 66 personnel.
2. The company has acquired a 4.2 hectare industrial property on long-term lease, which is provided with water and power connections to the Tema industrial township. A two story building will be constructed to house the warehousing and manufacturing areas, drying room, and finished product packing area. Fully-automatic mosquito coil manufacturing machinery and equipment will be imported from Japan for the local production of the “Antelope” brand of mosquito coil incense. Required raw materials include pre-mixed powder of binding and burning agents, and chemical agents consisting of coloring, perfumery, an anti-mold product, and the active chemical. Antelope will initially import the ingredients of the pre-mix powder and mix them locally. Local by-product coconut shells (up to 400 tons per year) and locally-produced starch and tapioca will be phased in to replace imports.
3. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor, and a technical appraisal by a consultant commissioned by IFC. The following potential environmental, health and safety impacts of the project were analyzed:
· chemical and insecticide handling and spill prevention;
· solid and liquid waste disposal;
· workplace air quality;
· provision of protective equipment and training; and
· general plant safety.
IFC has reviewed the consultant’s report together with Antelope’s Environmental Health and Safety Management Plan, which address all of the environmental health and safety issues listed above, as follows:
4. The product is made up primarily (99.6%) of non-toxic ingredients (i.e., coconut shells, wood, joss, tapioca). The active ingredient (0.3%) is D-Allethrin, a synthetic analogue of pyrethrin (brand name Pynamin Forte), which is a contact poison. Handling procedures for the active ingredient will follow the manufacturer’s recommendations, and will include measures to contain and limit the size of potential spills. Employees handling pyrethroids will be provided with protective clothing and equipment. This includes PVC/BUTYL gloves and overalls, and type “A1-P3” breathing masks. No fuels or solvents are required for the processes.
5. All factory generated waste will be recycled as part of the process. Water used in the process for mixing the raw materials evaporates during the drying of the finished product; rinse water containing the active ingredient will be recycled in the process. Domestic solid waste and sanitary waste will be handled in accordance with Tema industrial township practices.
6. The factory will be constructed specifically for the manufacturing of mosquito coils, with ample ventilation and exhaust fans. No dust emissions are produced from the coil manufacturing process. Employees in the ingredient blending area will wear protective clothing and dust masks. Employees handling the active ingredient will be equipped with personal protective equipment as recommended by the manufacturer and be provided with appropriate training, All employees will be trained in safe working habits, and compliance will be a condition for continued employment.
7. Plant machinery will be equipped with automatic inhibitor guards which will prevent operation unless the guards are in place. Machine generated noise will not exceed 75 dBA. Fire fighting equipment will be installed and employees will be trained in fire procedures. First aid kits will be available, and every work shift will have a trained first aid technician, who will also be the safety officer.
8. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Ghana requirements, and World Bank policies, and environmental, health and safety guidelines. IFC will monitor ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
