1. Rumah Sakit Siloam Gleneagles is a joint venture between the Lippo Group (Indonesia) and the Parkway Corporation’s Gleneagles Hospital Group (Singapore). The proposed project is to establish a greenfield general hospital in Lippo Karawaci, West Jakarta with 328 beds and 44 consultation suites. The hospital will be managed by the Gleneagles Hospital Group.
2. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of information submitted by the project sponsor and the technical appraisal and site review completed by IFC''s Technical and Environment Department staff. The following potential environmental, health and safety impacts of this project were analyzed:
• site location;
• infectious and hazardous waste management;
• fire safety; and
• employee training and safety.
The information provided about how these potential impacts would be addressed in the Rumah Sakit Siloam Gleneagles project is summarized in the paragraphs that follow.
3. The Rumah Sakit Siloam Gleneagles hospital will be located within Lippo Karawaci, an urban development west of Jakarta near the highway to Serang. Lippo Karawaci is a major residential development including housing and apartments, shopping malls, schools, university, hospital, etc. The Rumah Sakit Siloam Gleneagles hospital will be located well within the development in a seven story building erected for the purpose. The hospital site will also include a small incinerator for infectious waste to avoid any off-site transport of these kind of wastes.
4. Hospital operations, including operating theaters, require extremely clean air. The hospital is therefore dependent on clean intake air, which will be further cleaned in filters before distribution in the air-conditioning system. The hospital will not have any significant air emissions except for combustion gases from the infectious waste incinerator. The infectious waste incinerator will be operated on LPG gas or solar fuel. The flue gasses from the incinerator will be emitted at a location where it will be satisfactorily disbursed so as not influence the hospital''s need for clean air intake and will comply with local requirements and World Bank guidelines.
5. Liquid effluents from the hospital will be treated in the Lippo Karawaci wastewater treatment plant. If demanded by Indonesian regulation, the wastewater will be pre-treated before discharge to the wastewater treatment plant. The wastewater treatment plant is designed for low load and long aeration and retention time. The long aeration and retention time will allow the plant to absorb significant flow and load fluctuations without influencing effluent quality. The design is based on an expected effluent quality of 20 mg/l BOD and 30 mg/l total suspended solids. These values are 40% and 60%, respectively, of World Bank guidelines for liquid effluent.
6. Solid waste will be segregated at the source as non-infectious and infectious wastes. Infectious solid wastes will be incinerated in the on-site incinerator while all other solid waste will be handled by the normal solid waste disposal system for Lippo Karawaci.
7. The Rumah Sakit Siloam Gleneagles hospital is built according to up-to-date practice for fire safety in hospitals. The sprinkler and fire pump system will be certified and installed according to an international reputable code. Emergency response plans and fire drills will be part of the ongoing training of the hospital staff.
8. To ensure a satisfactory standard of the hospital operation, a management contract has been entered into with the Rumah Sakit Siloam Gleneagles hospital group. Head nurses have been employed since early 1995, for training and preparation of the hospital before opening in late 1995. Assignment and training of other staff groups are ongoing.
9. IFC will ensure ongoing compliance with World Bank environmental, health and safety policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by Rumah Sakit Siloam Gleneagles and by conducting periodic supervision.
10. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is designed to meet World Bank environmental, health and safety policies and guidelines, and host country requirements.
