Project Description

The proposed investment is a senior, secured, corporate loan package of up to US$200m, comprised of an IFC A Loan of up to US$160m (backed by a 50% MCPP RSU credit insurance cover) and a B-Loan/Parallel Loan of up to US$40m, to part finance the 2026-2029 US$350m investment program of the Pickalbatros Hotels & Resorts Group (“Pickalbatros” or the “Group”). The rest of the investment program will be financed by US$150m equity including internal cash generation. Pickalbatros is a leading hospitality development and management group founded by Mr. Kamel Abou-Ali (the “Sponsor”) in 1992, and which owns and manages over 35 hotels and resorts in Egypt (28) and Morocco (7). TheUS$350m investment program will focus on the expansion of Group’s Moroccan expansion and will include (i) the acquisition of two hotels (US$125m), (ii) post-acquisition refurbishing, renovation and greening of new hotels (US$105m), (iii) upgrading and greening of existing hotels (US$65m) and (iv) the refinancing of local medium term debt of selected hotel assets (US$55m) with longer term more sustainable financing (the “Project”).

Overview of IFC's Scope of Review

IFC's) appraisal consisted of a comprehensive review of the Environmental, Health and Safety (EHS) documentation made available by Pickalbatros Morocco. Reviewed documents included, among others, the Company's E&S policies and procedures, Human Resources manuals, operational procedures, Emergency Response Plan, Evacuation Plan, risk assessments, and Life and Fire Safety (LFS) documentation.
The appraisal also included a site visit to five hotels - three in Marrakech and two in Agadir, carried out in March, 2026. During these visits, the IFC team met with the Company’s senior management, the project manager, and the General Managers of the hotels. The team also held discussions with workers from two contractor firms engaged during the construction phase of the Savoy hotel in Marrakesh as well as with a sample of the hotel’s permanent and fixed-term employees.
A contextual risk screening was conducted, including reputational and labor-related risks specific to the company and the hospitality industry, to prepare for the Environmental and Social (E&S) appraisal. Key risks were identified on short-term contracts, shortage of skilled workers for the hotel sector and non-respect of working hours. IFC’s E&S appraisal team included a labor specialist to assess issues associated with labor relations and practices.
