Project Description

The proposed IFC investment consists of a corporate loan of US$15 million to Dorado to finance the construction of a new RCN processing facility with a capacity of 50,000 MT per annum in Yamoussoukro, CDI (the “Bluejay Plant”). The company currently operates a Raw Cashew Nuts (RCN) processing facility in Toumodi, Cote d’Ivoire, with a processing capacity of 120,000 metric tons (MT) per annum, under the name “Dorado Ivory”. For the existing processing facility, the company sources RCN from all regions of CDI through direct engagement with cooperatives and aggregators.
The Bluejay Plant will also include an on-site wastewater treatment plant, a boiler, a 2,5 MW rooftop solar system, and a warehouse with a storage capacity of 30,000 tons. Construction of the Bluejay Plant has already commenced on a 5.43-hectare (ha) property located in the industrial zone of Yamoussoukro and is expected to be completed in the first quarter of 2027.
The Dorado Ivory site includes a Cashew Nut Shell Liquid (CNSL) facility that will process shells from both Dorado and Bluejay operations. Although not covered under the use of proceeds, the CNSL facility will be treated as an associated facility.
Prior to the commencement of the official cashew marketing season, contracts are signed with selected cooperatives to ensure stock targets; a similar approach is expected for Bluejay.

Overview of IFC's Scope of Review

IFC’s E&S review of the proposed investment included: (i) meetings held in February/March 2026 with Dorado’s management team, including the Chief Executive Officer (CEO), the Operations and Environmental, Health and Safety (EHS) Directors, the Human Resources (HR) Manager, the corporate Head of Sustainability, and the Quality Manager at the existing RCN processing plant; (ii) interviews with workers at the existing operation; (iii) a review of environmental and social (E&S) documentation and information provided by Dorado, including the Environmental and Social Impact Assessment (ESIA) of November 2025 (disclosed together with this ESRS), E&S and HR policies, Standard Operating Procedures (SOPs) for the existing processing and sourcing operations, the emergency preparedness plan, the E&S monitoring and reporting framework, and data on resource (energy/water) efficiency; and (iv) a site visit to a cooperative in Bouandougou and a visit to a supplying farm.
