Project Description

TThe proposed investment consists of a senior secured loan to IENTC S. de R.L. de C.V. (the Company), a wholesale telecommunications operator established in 2011 and headquartered in Queretaro, Mexico. The Company owns and operates more than 25,000 km of fiber-optic network infrastructure across 28 states and provides broadband connectivity, data transmission, and related services to wholesale, enterprise, and carrier customers.

The purpose of the investment is to support the expansion, upgrade, and maintenance of the Company’s broadband network throughout Mexico, including the acquisition of network equipment, fiber deployment, and related infrastructure upgrades. The Project is expected to contribute to improved quality of digital connectivity and increased access to broadband services, including in underserved and rural areas. The Project does not include the construction or operation of data centers or submarine cables.

Overview of IFC's Scope of Review

IFC’s Environmental and Social (E&S) review comprised a desk based assessment of the company’s E&S documentation, complemented by an on site visit conducted in January 2026. The site visit included meetings at IENTC Telecomunicaciones’ headquarters in Queretaro, Mexico, with the company’s ESG Manager, Occupational Health and Safety (OHS) Lead, Human Resources (HR) Manager, and Safety and Services (SS) Area Manager, as well as field inspections of operational infrastructure. The review also included brief interviews with workers and emergency brigade members.
