Project Description

Grupo Enerclima, S.A.P.I. de C.V. (“Enlight”) is a Mexican company established in 2011, specializing in distributed generation (DG) rooftop and carport solar photovoltaic (PV) systems and battery energy storage systems (BESS) for commercial and industrial clients. Enlight has a track record of 220MWp of installed solar PV capacity and 150 MWh of installed storage capacity in Mexico, with an average capacity of 1.02 MWp for solar and 2.51 MWp for BESS. The proposed Project involves IFC providing a senior secured loan of up to US$85 million (on IFC’s own account) as part of a total debt package of up to US$170 million to a special purpose vehicle (SPV) called NZF 3, S. de R.L. de C.V. (NZF III), wholly owned by Enlight Partners LP (the “Sponsor”), which aims to spend up to US$260 million on a capital expenditure (CAPEX) plan for the 2026–2029 period. NZF III shall include the development of 104 DG rooftop solar PV systems and carport solar PV systems and 58 BESS systems across Mexico over the next four years (sub-projects). The DG segment operates via power purchase agreements (PPAs), and the BESS segment via “Storage as a Service” contracts. Each sub-project is expected to take approximately 6–8 months from contract signing to commercial operation.

Enlight will design the systems, procure solar PV panels and BESS, develop the necessary civil works, install, and maintain the equipment. The design process includes review of the structural condition of the infrastructure to support the equipment. Carport solar PV system requires the procurement of metallic structures to support the solar PV panels. Civil works and installation will be performed by contractors, while Enlight team will perform operation and maintenance activities.

All systems are installed within the existing footprint of Enlight’s clients; hence, no land acquisition is envisioned. Enlight has a main office and operates a centralized storage facility both in Mexico City.

Overview of IFC's Scope of Review

IFC conducted an appraisal of Enlight’s existing environmental and social (E&S) documentation, including environmental, health and safety (EHS) policies, procedures, E&S risk and impact identification processes, occupational health and safety (OHS) and labor practices, and organizational capacity. Sector specific aspects reviewed included labor and working conditions, pollution prevention, E&S contractor management, supply chain, and community engagement. The assessment also included meetings with Enlight senior management and the E&S teams, and site visits to existing project sites (rooftop solar PV systems, carport solar PV systems, and BESS system) in March 2026.
