1. This project, which is being financed through the Africa Enterprise Fund, involves the establishment of a maize mill in Dar es Salaam to capitalize on the strong demand for industrial maize flour in Tanzania’s urban markets. ZGM already operates a 60 tons/day maize mill in Dar es Salaam; the new mill will have a capacity of 140 tons/day and be located adjacent to the existing mill. It will produce maize flour and bran byproduct from locally procured maize grain. The bran byproduct will be sold within Tanzania as poultry feed.
2. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor. The following potential environmental, health and safety impacts of the project were analyzed:
· dust emissions;
· sewage disposal;
· solid waste disposal;
· fire and flash explosion prevention;
· employee exposure to noise and dust; and
· plant housekeeping.
IFC has reviewed the sponsor’s Environmental Management Plan, which address all of the environmental health and safety issues listed above, as follows:
3. Dust from plant operations, mainly from the maize cleaning area, will be removed through a pneumatic system, filtered and deposited in collection tanks. The collected dust will either be briquetted or removed by the city for disposal. There will be no hazardous components to the dust,; it can be disposed of as municipal solid waste.
4. Wastewater from plant housekeeping and sanitary sewage will be collected in an underground tank. The tank will be periodically emptied on a fee basis by the Dar es Salaam City Service Sewage Company for subsequent disposal in accordance with local requirements. This system will be satisfactory as no water is used in the maize milling operations and the total effluent quantity is modest. Solid waste quantities will also be modest, as all plant byproduct will be sold as poultry feed. Domestic trash from plant operations will be disposed of in accordance with local regulations and practices.
5. The plant will be equipped with carbon dioxide and foam fire extinguishers, sand buckets, and fire fighting hoses at key locations. No flammable materials will be used in plant operations, and small quantities used for maintenance will be properly used and stored. The dust collection system and housekeeping practices will prevent accumulations of dust which could present a fire hazard. Welding and other maintenance operations which could present a fire hazard will not be performed while the mill is running. All grain and flour elevators will be equipped with anti-roll back devices to prevent friction, while the main elevators handling grain will be equipped with explosion-prevention vents.
6. The plant will be an industrial building with louvers for natural ventilation. Personnel protective equipment such as hearing and face protection, clothing, goggles and dust masks will be provided to workers in the duty areas. ZGM will have a safety officer who is trained in industrial safety, and who will conduct on the job safety and other training in the plant. All moving equipment will be equipped with guards and other protective devices as needed. Good housekeeping practices will be employed to ensure cleanliness and protection of employee health. Fumigation of the facilities will be carried out semiannually.
7. Based on its review available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Tanzania requirements, and World Bank policies, and environmental, health and safety guidelines. IFC will monitor ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
