Project Description

The proposed investment is an 8-year senior secured IFC loan of up to US$65 million to Hiwa Rauf Investment & Development (HRID or Company), an Iraqi real estate developer with 14 years of experience. HRID is a first-time IFC client. The financing will support the development of an EDGE-certified mixed-use project in Sulaymaniyah, Kurdistan Region of Iraq (KRI), with a total estimated cost of approximately US$400 million.

The Project will be implemented in two phases. Phase 1 (IFC-supported with US$ 65mn), estimated at total US$173 million, includes one residential tower, a semi-open entertainment center and retail mall, and associated shared infrastructure.

The Project is located in Downtown Sulaymaniyah, a dense mixed-use urban core with strong connectivity to major transport corridors, including Malik Mahmoud Ring Road. The site is fully urbanized, with no critical habitats identified, and is located on the former government grain silo site, although the silo was never put into operation. However, its central location requires appropriate management of community health and safety, traffic, and interactions with existing municipal infrastructure, as well as consideration of the nearby residential areas and public institutions. The land was acquired through a concession/compensation arrangement dating to 2012, with no reported disputes. IFC due diligence did not identify any physical or economic displacement, active land users, or unresolved land claims. Construction will be contractor-driven, with a peak workforce of approximately 800 workers and standard civil works activities.

Overview of IFC's Scope of Review

IFC’s E&S appraisal assessed the adequacy of HRID’s environmental and social management system (ESMS) and evaluated ESIA findings against IFC Performance Standards, identifying residual risks and required mitigation measures for both construction and operations. The review included structured virtual meetings with the Company, project management team, EPC contractor (mobilization and temporary works), and ESIA consultants (10–12 March 2026), as well as a site visit to Sulaymaniyah (18–20 May 2026). The site visit confirmed the project layout, surrounding land use, construction interfaces, and key environmental, social, health, and safety conditions. The appraisal was further informed by a review of project documentation, including draft ESMPs and HR policies, and discussions with relevant personnel. Additional E&S due diligence will be conducted before committing to Phase 2 of the Project.
