Project Description

The proposed investment consists of: (i) an up to US$20 million senior secured loan to support the construction and expansion of a biological products plant in Villeta, the development of a logistics center in Ciudad del Este, and to finance related working capital needs; and (ii) a loan facility of up to US$100 million to be made available through five one-year commitments of up to US$20 million each to support the operations of Tecnomyl (the “Project”). Tecnomyl was established in 1991 and focuses on the formulation and distribution of off-patent agrochemical products, such as herbicides, insecticides, fungicides, fertilizers, and adjuvants. The Company operates a 40,000 square meter production facility in Villeta, which holds ISO9001 and ISO14001 standards certifications and is conveniently located two kilometers from the Villeta port. The plant’s installed capacity is eighty-one million kilogram-liters annually. Tecnomyl manufactures four types of formulations: liquids, granulated, concentrated, and biological products. The Company imports raw materials like active ingredients, solvents, and surfactants from suppliers in China and India, which are then formulated locally. Tecnomyl is fully owned by the Sarabia family, who also owns Agrofertil S.A., an IFC client since 2011 and with an adequate E&S performance record.

Overview of IFC's Scope of Review

IFC’s review of this investment consisted of: (i) review of technical environmental, and social (E&S) information made available by Tecnomyl in September 2025, (ii) pre-appraisal meetings with representatives from the Company, (ii) site visits conducted by E&S Specialists to the Villeta Plant including the area and premises where the expansion will take place and the logistic center construction site in Ciudad del Este, (iii) meetings with representatives from the Company including the CFO, Industrial Manager, HR Manager, OHS Chief and Environmental Chief. Meetings were also conducted with employees and community members.
