Project Description

 The project involves a USD 30 million A loan to Drylock for constructing a resource-efficient plant for production of personal hygiene products (such as diapers, incontinence, and feminine care), in Capivarí, São Paulo. Drylock, a leading manufacturer of private-label personal hygiene, operates in seven countries.

 

The new plant will be built on a 214,064 m² site with a 40,000 m² building. Phase I, covering approximately 29,500 m², includes construction of a raw material and a finished goods warehouse, production facility and administrative buildings. The new plan will be in a peri-urban area of Capivarí, approximately 140 km northwest of São Paulo. The site was acquired through a voluntary market transaction and was previously used for managed timber production.

 

Construction began in Q4 2024, with completion expected by Q4 2025. Approximately 60% of the construction had already been completed by the time of the IFC visit. The new plant will meet high technical and sustainability standards, improve production efficiency by centralizing inventory, reduce reliance on third-party warehousing, and minimize transportation, all of which will help lower the facility's carbon footprint. Once operational, the plant will double the company’s production capacity in Brazil and complement Drylock’s Brazil existing facilities in Poá and Capivarí.

                                                  

Overview of IFC's Scope of Review

 IFC’s environmental and social (E&S) appraisal of the project encompassed site visits to: (i) existing manufacturing facilities (in Hradek, Czech Republic, and in Capivari, Brazil); (ii) the Project’s construction site (in Capivari, Brazil); and (iii) the Drylock Headquarters (in Zele, Belgium). Site visits were supported by a review of E&S documents provided by Drylock, which included E&S information; copies of internal environmental policies; plans and procedures; copies of local permits; occupational health and safety (OHS) related programs and training materials; and Human Resources (HR) policies and procedures. Appraisal included meetings with OHS officers of the construction contractor. Meetings were held with Drylock’s operations manager and the team responsible for quality, environmental and OHS aspects; human resources manager; and Plant managers. At the construction site, meetings were held with the construction contractor’s lead for EHS
