Project Description

The IFC is considering provision of US$11 million in corporate financing to Djeliba Leisure Group (DLG), a group comprised of four Gambian companies acting as co-borrowers - Djeliba Leisure Group Ltd, Balafon Company Ltd, EON Company Ltd, and International Tourism Investment Ltd – to support hotel expansion, refurbishment, and energy efficiency improvements. The financing comprises an IFC A-Loan and an International Development Assistance Private Sector Window Blended Finance Facility (IDA/PSW/BFF) subordinated loan. Proceeds will support a US$20.76 million investment program across four beachfront hotels in The Gambia: Balafon Beach Resort; Kombo Beach Resort; TUI BLUE Tamala hotel; and Kalimba Beach Resort. Djeliba Leisure Group Ltd also has operational agreements for three additional hotels (Djembe Hotel, Djeliba Hotel, Sandele Hotel). These hotels are not operational and not within the investment scope.

The four operating hotels comprise 511 rooms and are located in the Government designated Kotu Tourism Development Area (TDA), near Serrekunda, The Gambia’s largest city and economic hub, located south-west of the capital Banjul, in the Kanifing Municipality. All four hotels are low-rise developments situated along publicly accessible beachfronts of the Atlantic Ocean.

Loan proceeds are planned to be used for: construction of new rooms (10 suites, 30 rooms) and room refurbishment (366 rooms) across the four hotels; upgrades to employee welfare facilities (including changing rooms, sanitation and dining areas) at the TUI BLUE Tamala hotel; and installation of solar photovoltaic (PV) systems of approximately 1.5 megawatts (MW) with battery energy storage at three of the four hotels to supply electricity exclusively for on-site hotel operations. All works will occur within existing hotel boundaries and do not require land acquisition or necessitate physical or economic displacement. The final allocation of IFC financing will be confirmed following a bill of quantities (BOQ) assessment.

Room construction and refurbishment works will be undertaken by international and local contractors under the oversight of an Owner’s Engineer. Construction and installation of the solar PV systems will be undertaken by an engineering procurement construction (EPC) contractor on a build-own-operate-transfer (BOOT) basis, with asset/plant ownership to be transferred to Djeliba Leisure Group after three to five years.

At the time of ESRS preparation, room refurbishment works had commenced at Kombo Beach Resort. Construction and installation of the solar PV systems at TUI BLUE Tamala hotel and Kalimba Beach Resort was ongoing. All works to be financed using the IFC proceeds were planned to be completed within 12 months of disbursement.

All four hotels form part of the DLG portfolio and are operated by DLG at the Group level. Two hotels are directly operated by DLG while the remaining two are managed under long-term hotel management agreements by a global hospitality management group that exercises day-to-day operational control. All four hotels have contracts with international tour operators.

Since 2025, DLG has also operated, and staffed a tour operator business in The Gambia.

Overview of IFC's Scope of Review

IFC conducted an environmental and social (E&S) review to identify and assess the Project’s risks and impacts and the Client’s capacity to manage them in alignment with the IFC Performance Standards (PS), World Bank Group (WBG) Environmental Health and Safety (EHS) Guidelines and Good International Industry Practice (GIIP). This included:
(i) a document review of E&S information, including policies and procedures; human resources (HR) documentation; business development plans; E&S audits; government inspection reports; permits/approvals. Environmental and Social Impact Assessments (ESIAs) for the works were not available;
(ii) a site visit during January 2026 to the four operational hotels to view current conditions and E&S management-related activities; (iii) across the four hotels, individual and/or small group discussions with executive management, general managers, functional managers, the health safety environment quality (HSEQ) coordinator, and male and female workers from different functions. Also, a small group meeting with the executive committee representatives of the Kombo Beach Hotel Workers Union; iv) consultation with the Department of Labour on labor laws and regulations; and v) consultation with the Gambia Hotel Association (GHA) on sector practices and standards. The International Union of Food, Agricultural, Hotel, Restaurant, Catering, Tobacco and Allied Workers’ Associations (IUF) was contacted for sector context but stated it did not have a local affiliate.
