Project Name TURKEY: Izopoli – MP Project Montreal Protocol Project: Elimination of CFC use as a foam blowing agent in all operations.

1. Izopoli currently manufactures polyurethane foam insulated panels and boards, pipe insulation, as well as spray-foams and one-component canister foams at its production facility in Bolu. This project will eliminate the remaining CFC use in these manufacturing operations. N-pentane will be used as replacement in the manufacture of polyurethane insulation panels and pipe insulation, and HCFC-141b in the manufacture of spray-foam. The cannister operation previously converted from CFC-12 to HCFC-22 and HFC-134a, and retroactive compensation is requested. The project will eliminate the use of nearly 300 tons per year of CFC-11, and help Turkey meet its obligations under the Montreal Protocol.
2. The facility is located on a 1 ha property located in a relatively new industrial park. There was no prior industrial use of the site. Izopoli will retrofit the panel and pipe insulation production operations with high pressure foam dispensing equipment and in-house premixing suitable for pentane use. Retrofit of the existing spray-foam equipment to accommodate HCFC-141b will also be required.
3. The project provides environmental benefits through the elimination of ODS from Izopoli''s existing manufacturing operations. Because the project required modifications and upgrades to an existing facility, it is equivalent to a category B project according to IFC''s environmental review procedure, because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines, or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the sponsor, and reviewing the technical appraisal and site reviews completed by IFC staff. The key environmental health and safety issues that were analyzed are as follows:
· Pentane storage and handling;
· Air emissions;
· Solid and hazardous waste management;
· Fire protection and emergency response measures; and
· Employee health and safety, including training.
The information about how these areas are addressed by Izopoli is summarized in the paragraphs that follow.
4. A bulk pentane underground storage tank with appropriate secondary containment/leak detection, loading and unloading features, and transfer piping to the dispensing machines will be installed outside the production building. The tank system will comply with Government of Turkey and EC regulations.
5. Air emissions will be limited to small quantities of pentane vapors incidentally generated in the dispensing process. These hydrocarbon emissions, estimated at no more than 5 kg per day, will be controlled through the installation of new exhaust and ventilation systems in the affected process areas.
6. Wastes generated include non-hazardous production scrap, and small amounts of hazardous solvent wastes from cleaning operations. Scrap wastes is disposed at the local municipal landfill. Waste solvents are collected and reused on-site.
7. Izopoli will take several steps and apply internationally-recognized standards to minimize the risk of fire and explosion due to pentane use. Material in high risk areas will be made explosion proof and/or grounded. Production areas will be provided with new ventilation, ionized air blowers, and separation walls, as appropriate. Continuous combustible gas monitoring will be provided at designated potential emission points, and, as part of the Company’s formal monitoring plan, a portable gas detector will be used in other areas. Adequate fire fighting equipment will be provided. An emergency response plan will be developed, and personnel will be trained in emergency response procedures.
8. Employee exposures to pentane vapors will be minimized by the above described ventilation and monitoring systems. Izopoli will train personnel in safe operating and preventive maintenance procedures involving pentane storage and handling activities. A formal health and safety will be prepared and distributed.
9. IFC will monitor ongoing compliance with World Bank environmental, health and safety policies and guidelines during the lifetime of the project by evaluating reports submitted annually to IFC by Izopoli and by conducting periodic supervision.
10. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Izopoli’s proposed project will meet World Bank environmental, health and safety policies and guidelines and host country requirements.
