Project Description

IFC is considering participating in Kazakh Food Products LLP`s (“KFP”, the “Company”) bonds which are set to be issued through a private placement exclusively for IFC as the sole investor. The amount will be up to the equivalent of US$50 million denominated in Kazakh Tenge (the “KZT”), with a tenor of up to 7 years (the “IFC Financing”). Along with other areas, KFP is engaged in the confectionary business through its subsidiary Bayan Sulu and production of flour, glucose syrup and animal feed through the subsidiary Asia Agro Foods.
The proposed investment will finance the expansion works of Bayan Sulu and working capital needs of Asia Agro Food.
The expansion consists of a confectionery production complex adjacent to the existing Bayan Sulu Plant in Kostanay. The complex will consist of production and administrative buildings, warehouses for bulk and finished product storage and auxiliary facilities such as 4MW capacity transformer substation, boiler room housing two steam boilers, compressor room and vehicle weigh station. An old bread factory has been rehabilitated where new production lines will be installed. The production capacity is planned to be 40,000 tons/year.

Overview of IFC's Scope of Review

IFC’s E&S assessment of this proposed investment included (i) site visits to the KFP headquarters (HQ), Asia Agro Food (AAF) Facility in Chemalgan near Almaty, and Bayan Sulu (BS) confectionary production facility in Kostanay in January 2025; (ii) meetings with KFP representatives including the general manager, financial director, human resources (HR) manager, environmental and social manager, procurement manager, occupational health and safety (OHS) specialist; (iii) meetings with BS and AAF representatives including facility managers, OHS teams, environmental experts and HR managers; and (iv) review of E&S documents and information provided.
