Project Description

The proposed IFC investment is an up to EUR60 million Loan to an existing IFC client, Zagrebacki Holding d.o.o. (“ZGH”, or the “Company”). ZGH is a municipal utility holding company 100% owned by the City of Zagreb.

 

The IFC loan proceeds will support circular and smart waste management infrastructure, including lower emission trucks and auxiliary equipment for separate collection and transportation of segregated municipal, green and construction waste fractions for treatment and recycling, biowaste pre-treatment infrastructure, innovative information and communication (“ICT”) technologies to optimize waste management operations across the whole system, as well as equipment for road maintenance and green landscaping.

 

IFC’s investment is complemented by comprehensive investment preparation engagement, which supports ZGH with developing a long-term circular waste management and digitalization strategy, designing of innovative technical solutions, improving recycling rates and enhancing operational practices.                                                                                                      

Overview of IFC's Scope of Review

ZGH is an existing IFC client through project #48368 (https://disclosures.ifc.org/project-detail/SII/48368/zagreb-bond-2023). ZGH’s environmental and social (E&S) performance in the existing investment is satisfactory. The same requirements agreed upon as part of IFC’s existing investment will also apply to this project. Accordingly, IFC’s appraisal focused on ZGH’s corporate E&S management system (ESMS) that will be applied to this project and the status of implementation of the E&S Action Plan (ESAP) that was agreed as part of IFC’s existing investment.
