Project Description

 The proposed IFC’s investment is a loan of up to US$20 million equivalent to Adal Azyk LLC (“AA” or the “Company”), the largest sausage and integrated poultry producer in the Kyrgyz Republic (KR).  The use of proceeds will finance the expansion of its poultry operations, including the construction of 24 broiler sheds in northwestern part of Issyk Kul and 24 broiler sheds and a new feed mill in close proximity to each other in Kemin, which are facilities of Agro Kush LLC (the “Project”).

 

Agro Kush LLC (AK) is a subsidiary of AA and will implement the project. AK’s operations are vertically integrated and include a feed mill, a hatchery, forty-eight (48) broiler sheds, a slaughterhouse, rendering and wastewater treatment plants, and waste storage facilities. These facilities were commissioned in 2021 and are located in the northwestern part of Issyk Kul Lake near the Balykchy town and Sarikamish village. All broiler sheds are located in rural areas with a biosecurity buffer zone perimeter of at least two km with the neighboring villages. The broiler sheds and feed mill in Kemin are approximatively 700 meters away from the nearest settlement, which is in line with national regulations. The raw material to feed the birds is purchased from suppliers in KR (wheat and corn) and Russia (soybean meal).

Overview of IFC's Scope of Review

 IFC’s Environmental and Social (E&S) review of the proposed investment included (i) meetings in May 2024 with AA’s and AK’s management teams, Human Resources (HR), Occupational Health and Safety (OHS), Quality Assurance (QA), technical and security departments, facility managers of AK’s facilities, engineering consultants, and veterinarians; (ii) review of E&S documents and information provided by AK, including operational permits, the Environmental Impact Assessment (EIA) for AK’s new broiler operations in Issyk Kul, internal HR regulations, complaint registers, training records, emergency preparedness plans and procedures, OHS procedures, water and energy consumption data, Wastewater Treatment Plant (WWTP) layout and design parameters, air emission measurements, well permits, certificates of forklift drivers and, finally, supplier selection procedure:  and (iii) site visits to AK’s headquarters and poultry farm, hatcheries, feed mill, slaughterhouse, rendering plant in the Issyk Kul region.
