Project Description

The proposed IFC investment is an up to US$60 million senior loan to Hebei Huatong Wires & Cables Group Company Limited (Huatong Group or the Company) and its subsidiaries, HT International Trading Services PTE. LTD. (Huatong Singapore), Everwell Cable and Engineering Company Ltd. (Everwell Tanzania) and Everwell Cameroon Cables and Engineering.SA (Everwell Cameroon), to expand manufacturing capacity for electric cables in Cameroon, and Tanzania. The project scope includes i) expand Huatong Group’s existing copper and aluminium cable production capacity in Tanzania; and ii) meet the working capital needs of its Cameroon plant (the "Project").
Huatong is a publicly listed wires and cables manufacturing company based in China with current operational footprint in Africa comprising a plant established on a 2-hectares site in Douala-Cameroon and a plant on 8-hectares site in the Mukuranga industrial park in Tanzania. An Engineering, Procurement, and Construction (EPC) contractor will be appointed, and construction will begin at the Tanzania Plant in 2026 and is expected to be completed by 2027.

Overview of IFC's Scope of Review

IFC’s E&S review of this proposed investment included (i) a virtual appraisal in August 2024; (ii) a site visit to Tanzania in September 2024; (iii) meetings and discussions with Huatong senior management, Environmental and Social Impact Assessments (ESIA) consultant, Human Resources (HR) manager, EPC contractor, employees and stakeholders, and observation of operations of the existing cable manufacturing factory in Tanzania as well as new plant site; (iv) discussion with land owners from Mwanzenga, Tanzania in October 2024; and, (v) review of the E&S documents and information provided by the company, including the ESIA for Cameroon and Tanzania plants, Huatong’s corporate E&S policies and E&S site records for ongoing operations in Tanzania and Cameroon.
