Project Description

IFC is considering providing a senior A-loan of up to US$60mn (“IFC Loan”) to Fatima Fertilizer Company Limited (“Fatima Co” or the “Company”) which will be used to import raw materials, machinery, and pay for technical services from international providers for the Company's operations (“Project”).
Fatima Co was established in 2003 and is involved in the manufacturing and selling of fertilizers, mainly urea, calcium ammonium nitrate (CAN), and nitro phosphate (NP). The Company is a joint venture between two business groups Fatima Group and Arif Habib Group (https://fatima-group.com/pafl ). It operates three manufacturing plants in the Punjab province with combined nameplate production capacity of 2.57 million tons per annum (MTPA). Its flagship plant is located in Sadiqabad and operated directly, while two smaller ones in Multan and Sheikhupura are operated through fully owned subsidiaries. The IFC loan will be used for the Sadiqabad plant.

Overview of IFC's Scope of Review

IFC’s review of this proposed investment consisted of appraising environmental health and safety (EHS) and social related information and documents submitted by the company, including local community, stakeholder engagement, Quality, Health, Safety, and Environmental (QHSE) policy, environment management system guidelines, emergency response manuals for the Sadiqabad plant, environmental monitoring reports, as well as operational E&S management plans. The appraisal included a site visit to the Sadiqabad plant on November 6, 2023, as well as discussions with the EHS team and senior management.
