1. Yalova Elyaf is an acrylic fiber and spun yarn manufacturing company located just outside the town of Yalova, on the southern shore of the Marmara Sea. The plant is situated on a 15 hectare site and has been in production since 1975. The plant has existing acrylic fiber lines with a total capacity of 9,600 tpa, and various facilities for spun yarn production. The existing supporting infrastructure includes a gas turbine power plant, but does not include wastewater treatment facilities. The expansion project involves the addition of 20,000 tpa of capacity to Yalova''s existing acrylic fiber manufacturing facility as well as the installation of a gas-fired cogeneration plant and a wastewater treatment plant.
2. This is a category B project according to IFC''s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of appraising technical and environmental information submitted by the project sponsor, and the technical appraisal and site review completed by IFC’s Technical and Environment Department staff. The following potential environmental, health and safety impacts of the project were analyzed:
• air emissions;
• liquid effluents;
• solid and liquid wastes;
• spill prevention for hazardous materials;
• employee exposure to hazardous substances; and
• fire prevention and emergency response.
The information provided about how these potential impacts are addressed in the development of the proposed project is summarized in the paragraphs that follow.
3. Yalova will employ a solvent recovery system to control volatile organic compounds (VOCs) emissions, principally from the use of acrylonitrile and dimethylformamide (DMF) used in acrylic manufacturing. Recovered chemicals will be internally recycled. The existing gas turbine power generating unit will be supplemented by a natural gas-fired cogeneration plant to meet the power needs for the expanded facility. Stack emissions of particulates, NOX and SO2 from the new unit will be below the World Bank guidelines of 100, 600 and 1000 mg/Nm3, respectively.
4. Yalova has contracted with ACTEA to design and install a wastewater treatment facility with a capacity of 3,000 m³/day, which will treat all industrial and domestic waste water from the plant. ACTEA has provided guaranteed performance values of pH, BOD5 , COD, total suspended solids, and oil and grease that meet World Bank guidelines.
5. Solid wastes from acrylic production will be dissolved in DMF and recycled to the production lines. Domestic solid waste and sludge from the wastewater treatment plant will be collected by municipality trucks and disposed of by the municipality.
6. All hazardous and toxic chemicals are stored in closed tanks with a N2 inert atmosphere. Handling of these chemicals is done only by pumps with mechanical seals. Effective ventilation is provided to reduce employee exposure to hazardous substances. Employees working in the production area are provided with relevant training and personal protective equipment.
7. The fire fighting system at the plant has a capacity of 400 m³/hour of water, and synthetic organic foam spray is available through fixed and mobile foam monitors. Training for fire prevention and emergency response is conducted regularly, and a plant doctor and ambulance are available at all times.
8. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that the proposed project is being designed to meet Government of Turkey requirements, and World Bank policies, and environmental, health and safety guidelines.
9. IFC will monitor Yalova’s ongoing compliance with World Bank policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by the sponsor and by conducting periodic site reviews during project supervision.
